Description
Specifications for the Moored Microstructure-Sensing Packages (MicroMoors). N O TICE O F I N TE N T TO AW A R D A S O LE SO U R C E C O N T RA C T The US Naval Research Labo r atory (NRL) intends to nego t iate a sole source firm fixed fee price c ont r act with Rockland Scientific, Inc., (RSI) for two moored microstructure-sensing packages (referred as MicroMoors) for deployment in deep-sea moorings. Rockland Scientific, Inc. (RSI) is the only company that makes this MicroMoor unique sensing package, to be used in moored platforms for long durations. A given MicroMoor consists of flotation, housing, and internally-recording turbulent-sensing package; velocity, direction, and hydrographic sensors; and external battery packs rated for long-term deployments at various depths in the upper 500 m of the ocean. Firms may identify their interest by responding to this notice and submitting either a capability statement or a quote/proposal. This notice is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement.
