- RFP This announcement constitutes a Notice of Proposed Contract Action. The Office of AFLCMC/HBKAA intends to award a contract for 30 days, in support of the Automatic Identification System (AIS) for the JSTARs E-8C fleet. This requirement is for the procurement of (6)(EA)AIS Test Sets, Part Number ST162-T1-003 Transmit Only, Type 1 AIS Test Set +120VAC, and (6)(EA) BDL-T162-001 Quick Start Packs for ST162-001. This contracting effort is sole source to Shine Micro Inc., Cage Code 3EMQ9. The proposed period of performance starts 18 Dec 2017 up to 17 Jan 2018. Shine Micro is the sole proprietor of the data and hold the licenses required to complete this effort without experiencing a serve gap in combat readiness. The AIS Test Sets must be compatible with the AIS Receiver which is currently installed on the E-8C JSTAR aircrafts. The AIS receiver has been approved, accredited and tested for utilization on all E-8C JSTARS aircraft. In accordance with Statutory Authority of 10 U.S.C.2304 (c)(1), as implemented by FAR 6.302-1. "Only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition is the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The proprietary property is not available from the Government to be provided for this procurement. The applicable NAICS code is 334511. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation is being issued pursuant to the procedures at FAR 12.603- Streamlined Solicitation for Commercial Items, FAR 13, Synopsis exception FAR 5.101(a)(2) and Solicitation Number FA8529-18-R-0002, is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted via FedBizOpps. It is the responsibility of interested vendors to monitor the FedBizOpps site for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
