SP4702-18-Q-0500 SERVICE REQUIREMENT (Fiscal Year 2018) PR: 0071300660 Material Code: R499- V00007588 Solicitation: SP4702-18-Q-0500 NAICS: 541613, Size Standard $15,000,000.00 Description: Analysis of Defense Logistics Agency's (DLA) telework program's impact on performance & culture Firm Fixed Price Acquisition Total Small-Business Set-Aside Period of Performance:Estimated at four months from time of award January 2018 - May 2018 est. Aqusition Authority: FAR Part 12 "Acquisition of Commercial Items" and FAR 13 "Simplified Acquisition Procedure" Service Description: The primary objective is to propose methodology and conduct a research-based study to analyze DLA's telework program and determine its relationship to or impact on, if any, DLA's organizational culture and performance. This study will assess senior leadership's and supervisory perceptions of telework at DLA, by leadership level and organization, to determine if, and to what extent, telework impacts organizational culture and performance. This study will evaluate if there is any correlation between the frequency of telework and/or the number of teleworking employees, and if so, what the impact of that correlation might be on key performance indicators (as measured by the agency) or culture of the organization based on reports provided from the agency-wide culture/climate survey(s). The "study" will benchmark DLA's telework program by comparing DLA telework data to other DoD organizations using DoD's annual report to other Federal entities and the annual Office of Personnel Management (OPM) telework report to Congress. The study also will identify current industry trends and best practices regarding telework in the private sector. Additional details can be found in the Performance Work Statement (PWS) within solicitation SP470218Q0500. Acquistion Notes: Should the vendor have any questions with respect to this RFQ, they should submit them, via e-mail, to the Acquisition Specialist (Erik.Minshall@dla.mil). Any technical questions, requests for clarification or requests for data in connection with this RFQ must be submitted in writing on or before - November 27, 2017 NLT 3:00 p.m. to allow the government adequate time to provide correct answers to the questions submitted and to prevent any delays in the closing date of the RFQ. Vendors are strongly urged to follow-up the submission of any questions with a phone call to the Contracting Specialist to ensure that questions have been received. Email Quote: DLA Internet Bid Board Systems, (DIBBS) quotations are not acceptable for this solicitation. Offerors must complete the entire solicitation no later than the closing date. Quotes will be submitted on hard copy of this Request for Quote, (RFQ), to the attention of Mr. Erik Minshall, scanned and emailed to Erik.Minshall@dla.mil. Please ensure that all clauses are completed and returned. Proposals must be validated for at least ninety (90) days from the date of submission. Also, SAM (System for Award Management) certification must be checked and valid for over six (6) months from the proposal date of submission. SAM's certification copy must be submitted with your proposal. SAM's certification and proposal submission date must match. Certification is available at https://www.sam.gov. Note: Proposals (to include modifications and revisions per FAR 15.203(c)) will be received by electronic commerce methods (e-mail). The acquisition specialist shall authorize receipt of e-mailed proposals only on those solicitations where there is a reasonable expectation the proposal will not exceed the maximum size limit of 15 MB, therefore it is inappropriate to authorize e-mailed proposals for very large and/or complex solicitations. If the size and/or complexity of the initial proposal submission makes it impractical for the initial proposal to be e-mailed, the acquisition specialist may authorize use of email only for modifications and revisions to proposals. Proposal shall be submitted by email. Contractors proposal must be submitted in the following manner: A. SF1449. B. SAM's certification. C. Section B -Pricing. D. A comprehensive research/study plan that includes contractor-identified research goals, and support activities including types of planned benchmarking analysis, focus groups, and interviews, with milestones, timelines and deliverables clearly identified. E. Resumes and references of personnel identified to support the work activities identified in the PWS. F. Submission of at least three and no more than five references for relevant contracts in the past five (5) years for similar work (in size and scope) provided to either Government agencies or private industries. Each project must include the name, address, and point of contact, telephone number, dollar value, period of performance, and brief description of work. A summary description of the task requirements of each referenced contract. Reference the similarities and differences of these tasks to those requirements as referenced in the PWS and total dollar value of each contract reference. This solicitation will be available November 17, 2017 and will close December 4, 2017 at 1500 eatern standard time. No proposals will be accepted after December 4, 2017 at 1500 eatern standard time.
