Description
The U.S. Coast Guard is looking for sources which would be interested in performing dockside repairs for Coast Guard Cutter OAK. The performance period of this upcoming dockside is 1 May - 26 July 2018. It is anticipated requests for quotes will be issued approximately 19 December 2017 and the contract would be awarded approximately 2 March 2018. Coast Guard Cutter OAK is a 225' Seagoing Buoy Tender home ported in 47 Chandler Street, NAVSTA NETC, Newport, RI 02841. There are approximately 20 work items in the requirement and the work items are noted below. All repairs will take place at the cutter's homeport. The List of work items is as follows: D-001 Main Diesel Engine (MDE) Exhaust Piping, Commercial Clean D-002 Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Clean D-003 Hydraulic Chain Stoppers, Inspect And Service D-004 Warping Capstan, Inspect and Service D-005 Single Point Davit, Inspect and Service D-006 Twin Pivot Arm Davit, Inspect and Service D-007 Commissary Hoist, Inspect and Service D-008 Buoy and Cargo Handling Crane Wire Rope, Renew D-009 SSDG Heat Exchanger, Modify D-010 SSDG Isolation Mount, Renew D-011 Deck Covering (Interior Wet/Dry), Renew D-012 Watertight Doors and Scuttles (Internal, DC Deck and Below), Renew D-013 Watertight Doors and Scuttles (External), Renew D-014 Molded Case Circuit Breakers, Inspect & Test D-015 Power Circuit Breakers, Inspect, Maintain & Test D-016 Drain Piping, Clean & Flush D-017 Uptake Space Bulkhead, Renew D-018 Crane Cab, Deck Plating Renew D-019 Stern Tube Overboard Disch COV Reach Rod (New Install) O-00A Composite Labor Rate D-00B GFP Report D-00C Travel and Per diem Companies which would be interested in submitting a proposal for this requirement should reply to this sources sought notice noting their business size status such as large business, small business, HUBZone, Service-Disabled Veteran-owned, Women Owned Small Business etc.... Further if there are no past performance evaluations on file in the Past Performance Information System Retrieval database, contractors should provide a couple past performance references including the following information: contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Replies should be sent by December 1, 2017, 11:00 am Pacific Time to: Andrew.G.Jacobs@uscg.mil Shortly after receiving responses the Coast Guard will determine if this requirement will be set aside or unrestricted. After the determination a presolicitation notice and request for quote will be posted on this website (https://www.fbo.gov/). The NAICS Code is 336611. The small business size standard is less than 1250 employees. Contractors are reminded that in the case of a HUB Zone set-aside, FAR 52.219-3, "Notice of HUBZone Set-Aside or Sole Source Award" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small businesses. Contractors are also reminded that in the case of a Service-Disabled Veteran-Owned Small Business Set-Aside, FAR 52.219-27, "Notice of Service-Disabled Veteran-Owned Small Business Set-Aside" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other service disabled veteran owned small businesses. Additionally, regarding FAR 52.219-30 "Notice of Set A-Side For Women-Owned Small Business Concerns...": A women-owned small business (WOSB) concern eligible under the WOSB Program, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
