- FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT PRESOLICITATION NOTICE Two Light Helicopter, Turbine Engine - NPS/Fire and Resource Management - Denali National Park and Fairbanks, Alaska NAICS: 481211; Nonscheduled Chartered Passenger Air Transportation 11/20/2017 The Department of the Interior, Interior Business Center, Acquisitions Service Directorate on behalf of the National Park Service, intends to solicit for the exclusive use of light helicopter flight services as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, National Park Service, has a requirement for; two contractor operated and maintained exclusive use helicopters for flight services to transport personnel and/or cargo in support of Government fire management and other natural resource management missions, including remote field locations. Contractor services include provision of two helicopters, personnel, and all other associated equipment, based in Denali National Park and Fairbanks Alaska as prescribed in the future solicitation. Missions will include but are not limited to fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, search and rescue, evacuation of sick or injured personnel, law enforcement limited to nonthreatening surveillance and reconnaissance, and other administrative and related resource activities. The Government will direct aircraft to support its missions and objectives. Contractors must be certified under a Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR) day/night, passengers, and cargo) in the United States. Also required is a Title 14 Code of Federal Regulations Part 135 (14 CFR 135) Air Carrier Certificate. These aircraft must be carried on the list required by 14 CFR 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. A 14 CFR 133 Rotorcraft External Load Operations Certificate, which authorizes Class B loads, as a minimum. A 14 CFR 137 Agricultural Aircraft Operations Certificate and any other certificates needed to provide the services required under the solicitation. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. The anticipated contract period is from May 1, 2018 through April 30, 2023, which includes four (4), one-year options. The anticipated exclusive use period for the base period of performance will be from May 14, 2018 through July 27, 2018; for the Fairbanks based aircraft. The anticipated exclusive use period for the base period of performance for the Denali National Park aircraft will be from May 21, 2018 through August 18, 2018. Option periods will contain a similar exclusive use period of performance as indicated for both aircraft each year. During the exclusive use period the aircraft will be available to, and under the control of the government, 24 hrs. per day 7 days per week. An on-call line item, or tasks orders could also be added to expand upon the exclusive use period of performance. The anticipated issue date of the solicitation is on or around November 27, 2017, under solicitation number 140D8118R0001; with a projected closing date of January 29, 2018. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM). The solicitation will be posted on FBO.gov, as well as https://www.fedconnect.net/FedConnect/Default.htm under "Public Opportunities". This requirement is a total Small Business Set-Aside Once released Questions regarding the solicitation will be accepted until December 14, 2017 and can be emailed to michele_waters@ibc.doi.gov.
