- The Naval Undersea Warfare Center Division, Keyport intends to issue a Request for Quotation (RFQ) for Hydraulic Hose Set (quantity 180), First Articles (quantity 45) and additional options quantities (quantity 45 each year) included for four (4) years, in accordance with SAE Aerospace Standards SAE AS621, AS622, AS623, AS625, AS626 and MS8006 and associated drawings, drawing notes, and specifications. The government anticipates award of one (1) firm fixed price type contract. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9. The procurement is 100% set aside for small business concerns. Applicable NAICS code for this requirement is 332912 and has a size standard of 1,000 employees. Offers shall be FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures will be listed in the solicitation, which is required to be completely filled out and returned prior to the solicitation closing date and time. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation. Questions should be submitted via e-mail to: jodi.hultquist@navy.mil. No paper copies will be mailed. Failure to respond to this RFQ and associated amendments, if applicable, prior to the closing date and time established may render an offer non-responsive and result in rejection. Provisions and clauses in effect through the latest Federal Acquisition Regulation will be included in the solicitation. To access the clauses/provisions to be completed, the Federal Acquisition Regulations (FAR) are available for download at http://www.acquisition.gov/far or download the FAR and Defense Federal Acquisition Regulations (DFARS) at: http://farsite.hill.af.mil. Offerors are also advised that these representations and certifications can be completed electronically via the SAM website at https://www.sam.gov/portal/public/SAM/. It is anticipated that solicitation N0025318Q0028 will be available on or about December 4, 2017. The solicitation closing date is anticipated to be 15 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
