Description
The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to RFB Services, 1524 Akahele Pl, Kailua, HI 96734 for a marine wildlife crime scene investigation workshop in Malaysia. The objective of this work is to develop wildlife law enforcement capacity in relevant government authorities to improve national and transborder wildlife interception, investigation, and prosecution. The marine wildlife crime scene investigation workshop will support efforts to recognize the importance of coordinating U.S. Government efforts and resources to address wildlife trafficking globally, as established by an Executive Order on Combating Wildlife Trafficking (E.O. 13648). This E.O. established an interagency Task Force and directed the development of a strategy to guide efforts to end illegal wildlife trade. RFB Services is the only vendor capable of completing this workshop. RFB Services has previously partnered with other U.S. Government agencies to teach this workshop and it is essential to have consistent training globally for the individuals participating in marine crime scene investigation. RFB Services has the necessary past performance, familiarity with scientific/technical aspects of the workshop, familiarity with marine wildlife, and experience in planning and executing an international workshop in a tropical marine environment. RFB Services has recently facilitated a similar workshop in Indonesia in support of the U.S. Fish & Wildlife Service Project and this is intended to be a replicate of that training for a different audience. The consistency and continuity afforded by this vendor, who has designed specific training tools (such as 4 foot wood simulation of a sea turtle), is important. In addition, they recently supported the U.S. Navy project in Malaysia and have the necessary familiarity with the country, relevant government and NGO actors, which gives them an understanding of the local environment. Lastly, RFB Services has demonstrated a track record of ensuring the safety of workshop participants in an in-water environment, which is very important. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
