- Solicitation NB688000-18-00295 20 Nov 2017 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotes are being requested and a written solicitation will not be issued. Please acknowledge receipt of this Request for Quote (RFQ). Indicate via email if you decline to provide a quote by responding “no quote”. Attached is the Specifications describing the requirements for solicitation NB688000-18-00295 for one each Deadtime Free Frequency Counter (see attached specification document). Please submit a firm fixed price quote for this item that meets the attached specifications. All shipping and handling charges should be included in the firm fixed price. Delivery and Inspection & Acceptance: Destination. This Request for Quotation (RFQ) is conducted under the authority of FAR 13, Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Items, with NAICS code 334516, Laboratory Analytical Equipment, with a size standard of 1000 employees. This is a small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through FAC Number/Effective Date: 2005-96 / 11-06-2017. TECHNICAL CAPABILITY: Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. SPECIFICATIONS Deadtime-Free Frequency Counter Solicitation NB688000-18-00295 BACKGROUND: The Ion Storage Group of the Time and Frequency Division develops clocks based on optical transitions in individual trapped ions. A key component in these systems is the ultrastable laser used to interrogate the optical transitions. Verifying and maintaining the stability of these lasers requires high-resolution frequency counters, with demanding performance specifications related to precision and accuracy. PURPOSE: The deadtime free frequency counter will be used to measure the frequency stability of the laser local oscillators used in our optical clocks. One example of the application of such a device is to measure the instability in a laser frequency caused by optical path-length fluctuations. Another application is in comparing the stability of multiple lasers, which requires two deadtime-free frequency counter channels. DELIVERABLES: Deadtime free Frequency counter, Quantity: 1 TECHNICAL SPECIFICATIONS: Channels: 2 Frequency range: up to 1.5 GHz Time resolution: 0.9 ps, single shot Frequency resolution: 12 digits/S Maximum measurement rate: 4 MSamples/s Time Base: Referenced to external 10 MHz signal PCIe card, extensible to up to 6 channels, used as simultaneous frequency counters referenced to the same time base, deadtime free TECHNICAL CONSIDERATIONS: Product must satisfy all technical specifications. Due to the stringent requirements of our application, NIST will consider only companies that have a proven track record of delivering products that meets these specifications. GOVERNMENT FURNISHED PROPERTY OR INFORMATION: None DELIVERABLE SCHEDULE: 2 weeks ARO INSPECTION AND ACCEPTANCE: Acceptable equipment shall meet all technical specifications. We will inspect and test the system after delivery according the specifications above including measurements of the frequency stability using maser-referenced signals.
