Description
Fort Bliss Roofing Statement of Work This is a Sources Sought Notice only. The U.S. Government intends to procure the Roofing Requirement as a small business set-aside under the 8(a) Business Development Program. Competition is restricted to those 8(a) certified firms whose business plans are being serviced by the Small Business Administration (SBA) El Paso District Office and the SBA New Mexico District Office. The Government encourages 8(a) firms to identify its capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government will not return submittals to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if the Government issues one. If the Government releases a solicitation, the Government will synopsize it on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is 238160, Roofing Contractors, Size Standard: $15 Million. The intended contract period is for a one-year base period with four (4) one-year option periods (five (5) years total). The expected magnitude for the entire period of performance is between $5,000,000 and $10,000,000. Prime contractors must be capable of securing bonding for no less than $2 million dollars during a one-year period. The previous contract for this requirement was W911SG-15-D-0003. Attached is the Draft Statement of Work (SOW) for the new requirement. The Draft SOW is subject to change. In response to this Sources Sought Notice, please provide the following: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, small business status as listed in the System for Award Management (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Describe your firm's ability to manage multiple simultaneous projects throughout the geographic area covered in the requirement. Include the maximum number of task orders your firm has managed simultaneously. Also, describe your approach and capabilities to perform emergency repairs. Please limit your response to five pages or less. Interested Responders may submit comments, questions and comments; however, the Government will not post responses or answers to submitted comments, questions, or recommendations. In addition, telephone calls will not be accepted regarding this posting. Interested vendors shall submit responses no later than 4:00 PM Pacific Time (PT) on 13 December 2017 via email to John McGuire at john.e.mcguire14.civ@mail.mil with a courtesy copy to ATTN: John McGuire usarmy.jblm.acc-micc.list.ms1@mail.mil.
