Description
SUBCONTRACTOR shall provide all required services to: 1.1 Work Included: The SUBCONTRACTOR shall provide Electronic Logging Devices (ELDs) meeting the specified requirements to include all software and hardware (mounting and connection): • Satisfy the requirements of 49 CFR, Part 395, Subpart B, "Electronic Logging Devices (ELDs)" and Appendix A, "Functional Specifications for All Electronic Logging Devices (ELDs)", • Invoke the "short-haul operations" exception [49 CFR §395.1(e)(1)(v)], and • Capture results of both pre- and post-trip vehicle safety inspections [49 CFR §396.13 and §396.11] One of the following conditions must be satisfied: 1. The SUBCONTRACTOR's software solution can reside on the CONTRACTOR's servers a. No SUBCONTRACTOR may have direct access to CONTRACTOR's servers b. All software installation will be performed by CONTRACTOR system administrators per direction of the SUBCONTRACTOR c. All SUBCONTRACTOR personnel with access to CONTRACTOR's data must be U.S. citizens or 2. The SUBCONTRACTOR is a Federal Risk and Authorization Management Program (FedRAMP) compliant service provider or utilizes a FedRAMP compliant service provider for data storage. https://www.fedramp.gov If cellular service is integral to functionality, the SUBCONTRACTOR's proposed solution must function on the AT&T cellular network. If an untethered display device is integral to functionality, the SUBCONTRACTOR's proposed solution must function using the Samsung Galaxy S6 Active as the display device. The SUBCONTRACTOR's proposed solution must be compatible with Windows 7 and/or Windows 10 and run on Windows Server 2012 R2. The proposed ELD hardware and software application may be part of a "bundle" of complimentary applications (i.e., routing, dispatch, asset tracking, etc.). Approximately 90 power units require installation of DOT-compliant ELDs [49 CFR, Part 395, Subpart B]; connection configuration will be 20 OBDII and 70 J1939 plug (6/9 pin). Approximately 70 power units require installation of ELD-like devices to implement the "short-haul operations" exception [49 CFR §395.1(e)(1)]; connection configuration will be non-ECM (hardwired for power), OBDII, or J1939 plug (6/9 pin). The application suite must support up to 100 drivers. SUBCONTRACTOR-supplied hardware shall be compatible with the temperature extremes experienced in Southern Nevada. All hardware provided by the SUBCONTRACTOR shall have a lifetime warranty. Application software updates or upgrades required by revisions to the regulations or other functional requirements will be the responsibility of the SUBCONTRACTOR. The SUBCONTRACTOR must provide notifications to the CONTRACTOR of all application updates or upgrades. The software application shall have the ability to "geo-fence" or otherwise label specified locations per the CONTRACTOR'S requirements. The application shall provide functionality to allow entry for "on-duty, not driving" and "off-duty" independent of vehicle operation (i.e. data entry via computer and hand-held display device). Training on the use of the software application, display device (if an integral part of the ELD), report generation, user assignment, and other system functionality for CONTRACTOR personnel (estimated 3) will be the responsibility of the SUBCONTRACTOR. "Train-the-Trainer" instruction and a master copy of training materials are an acceptable solution. The SUBCONTRACTOR shall have a means to notify the CONTRACTOR STR of any data compromise within 24 hours of verification of a compromise. This notification will include details of the compromise and impacts to previous and continued operation of the system. Short-Haul Operations A portion of the CONTRACTOR'S fleet consists of pre-2000 model-year power units and many of these are not equipped with Engine Control Modules (ECMs). The SUBCONTRACTOR's application must produce data compliant with the short-haul exception provision [49 CFR §395.1(e)(1)(v)]. Mileage Compilation The SUBCONTRACTOR's solution must compile mileage data via auto-generation (OBDII or J1939 plug) and manually entry (hardwired). Pre- and Post-Trip Inspection Results In all cases, the SUBCONTRACTOR's solution must generate an inspection report compliant with the requirements of 49 CFR §396.13 and 49 CFR §396.11 and allow CONTRACTOR personnel to document associated repairs. 1.2 Work not included: Unless the display device is an integral (tethered) part of the SUBCONTRACTOR's solution, CONTRACTOR is a "bring your own device" (BYOD) customer and the SUBCONTRACTOR is not expected to provide this equipment. CONTRACTOR is currently using Samsung Galaxy S6 Active devices as display units with AT&T as the cellular service provider. The SUBCONTRACTOR's proposed solution must specifically address Samsung Galaxy 6S Active and AT&T compatibility. The SUBCONTRACTOR is not expected to input any CONTRACTOR data. However, in the event of a failure of the software application, the SUBCONTRACTOR is expected to perform a restoration from backup. These backups should be encrypted at rest. The SUBCONTRACTOR should not be able to view the data and manually input it. Hardware and software installation will be performed by the CONTRACTOR. The following specifications and technical documents form a part of this Subcontract: 49 CFR, Part 395, Subpart B, "Electronic Logging Devices (ELDs)" 49 CFR, Part 395, Subpart B, Appendix A, "Functional Specifications for All Electronic Logging Devices (ELDs)" 49 CFR §395.1(e)(1), "Short-haul operations" 49 CFR §396.13, "Driver inspection" 49 CFR §396.11, "Driver vehicle inspection reports" RESPONSE TO THIS SOURCES SOUGHT: Please provide a capability statement to document your qualifications and any certifications regarding FedRamp compliant service provider.
