Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This Notice of Intent is NOT a request for competitive proposals. NAICS: 523910. The New Orleans District, US Army Corps of Engineers (USACE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) - Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The New Orleans District intends to purchase 13 saline marsh mitigation credits from the State of Louisiana In Lieu Fee (ILF) Mitigation Program in the Detaic Plain. The mitigation credits will fully satisfy the Corp's mitigation requirements for impacts to 3.65 Average Annual Habitat Units (AAHUs) of saline marsh associated with the filling of 8.38 acres of saline marsh. These impacts occurred during work associated with the construction of Grand Isle and Vicinity Beach Erosion and Hurricane Protection Project (supplemental Environmental Decision Document #56, March 2009). There are currently no mitigation banks in the 8 digit Hydrologic Unit Code (HUC #08070300) area that offer mitigation credits for saline marsh. For a mitigation bank to be considered responsive and responsible, the mitigation bank shall: -be approved by CEMVN and in full compliance with its Mitigation Banking Instrument (MBI), its other legal instruments (such as its conservation servitude and its financial assurances) and the standards set forth in 33 CFR Part 332; -provide the habitat type that matches the habitat type being mitigated; -have mitigation credits assessed using version 1.0 of the Wetland Value Assessment (WVA) Community Model available to fully compensate for the impacts to the particular habitat to be mitigated; and have a duly-recorded perpetual conservation servitude/easement. Parties must be registered in SAM (sam.gov) and may express their interest, accompanied by supporting literature, to the Contracting Officer no later than December 8, 2017 by 11:00am Central Standard Time. Responses should be sent to michelle.y.lappen@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement; therefore, the initial submission must include adequate information for the Contracting Officer to determine whether the contractor is capable of providing the required services. Additional information will not be requested. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
