Description
The modification is to increase the ceiling for contract N66001-15-D-0341. The contract is a three year, single-award indefinite delivery, indefinite quantity (IDIQ) performance- based service contract with a cost plus fixed fee (services) pricing structure. The existing contract exceeded initial cost projections due to increased requirements from the principal sponsor (PMW-160) in support of existing programs and aggressive timelines. Increased work load/requirements included transitioning the software load/installation and SOVT from the Fleet Readiness Directorate (FRD) Installation Office (FIO) to TACNET for the following systems: Consolidated Afloat Networks and Enterprise Services (CANES), Automated Digital Network System (ADNS), and Operation Rolling Tide (ORT/Legacy Network Upgrades). Additionally, increased work load/requirement included Computer Network Defense Tools Assured Compliance Assessment Solution (ACAS) and Super-Agent Distributed Repository (SADR) technical and engineering support, ORT engineering solutions, new System Operability Verification Testing and development (SOVT), CANES, ADNS, ORT Post Installation Training, Integrated Logistics Support for newly installed systems, significant increase in SPAWAR FRD Lead System of Systems Testing (SOT), and increased onboard Technical Assists/Casualty Reporting (CASREP). Such work, while within the scope of this contract, was unforeseen in the volume actually realized. There are no other viable existing contracts available to support the requirements for the type of work performed by TACNET CB-ISEA. Contractor's expertise, experience, and familiarity performing as the primary TACNET contractor over the past fourteen years have allowed the contractor to develop the skills sets and knowledge to complete the work required, with continuity, for the effort required under this ceiling increase. Contractor has been developing and deploying Navy C4I Systems for more than twenty three years, and related PEO C4I systems for more than ten years. This ceiling increase is necessary to provide continuance of TACNET support until the competitive follow-on action is completed, which is currently in process. Not executing this ceiling increase will cause unacceptable delays, disrupting TACNET services vital to PEO C4I Navy support for fielded systems through End-of-Life (EOL) replacement, distant support, on-site repair, and system analysis. Any interruption of TACNET ISEA support would result in the unacceptable degradation of C4I Systems and Networks in naval ships and submarines across the fleet and negatively affect the mission capability of the warfighter.
