Description
The U.S. Army Contracting Command, New Jersey, in support of U.S. Army Armament Research, Development and Engineering Center (ARDEC), Weapons & Software Engineering Center, Picatinny Arsenal, NJ is currently seeking sources for a Multi-Role/domain Armament System. This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this Sources Sought. In preparation for possible future procurement(s), ACC-NJ is performing this Sources Sought to explore companies capable of developing turret systems that are compatible with Medium to Large Caliber Weapon systems (50mm to 120mm) and for integration onto armored fighting vehicle platforms. ARDEC is interested in exploring the market capability to support such an effort. STATEMENT OF OBJECTIVES: The ARDEC objectives are intended to assess (through a trade study) the following aspects: elevation ranges of weapon(s) performance, fire control sensor complexity and needs, cost, integration impacts (crew space, size, weight, power requirements), autonomous operation capability to include integration of autoloader technologies for the range of weapon systems capable, threats that can be addressed, accuracies that can be achieved, and flexibility as a common turret to support a multi-role/multi-domain armament system. The results of these planned assessments will aid ARDEC's determination of optimal turret for a potential follow-on effort to demonstrate the accuracy and lethality of the multi-role/multi-domain Armament systems on a vehicle platform. The U.S. Government resourcing for potential future demonstrations has not been identified to date. For the potential follow-on demonstrations, the Government will be responsible for providing the weapon systems, test facilities, ammunition, and available expertise to allow for live fire testing. The U.S. Government prefers technical data disclosure, and subsequent partnering, with U.S. based companies. Non-U.S. nationals, or those representing non-U.S. industries, must consider how to address data export restrictions. ARDEC is open to discussions with foreign industry representatives with the understanding that the material and technical data disclosed would be limited to open source information and no sensitive or classified information will be discussed. Interested parties shall submit an informational paper and brief capability statement, demonstrating how they are capable of meeting these objectives. The informational paper should address turret description to include internal components, photos and the technical feasibility and modifications required (if an existing turret is proposed). Standard corporate brochures are not desired. The capability statement should include the following: company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business) and relevant expertise, facilities and experience in weapons systems and fire control integration. This Sources Sought is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. The Government is not obligated to notify respondents of the results of this sources sought. All information submitted will be held in a confidential status. Information provided will not be returned. The Government will accept questions. The Army is not seeking, and will not accept, unsolicited proposals. Responders are advised that the U.S. Government is not responsible and will not pay for any information or administrative costs incurred in responding to this notice.
