Description
This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to award a sole source contract to Hercules Heat Treating Corporation, Brooklyn, NY (CAGE: 7A908) for the procurement of specialized heat treatment process known as "marquenching" that is used to safely strengthen (harden) steel alloys of the type used on the F-18 main Landing Gear (MLG) weldment. The F-18 MLG is made using high strength steel alloy AISI 4340 which is welded and then heat treated to a very high strength level. The chemical composition of this alloy includes very high percentage of carbon and chromium which allows it to be processed to high strength but this chemistry also causes this alloy to be extremely crack sensitive. The safest method to increase strength and avoid cracking on this material is by a process known as marquenching, with a quench bath temperature elevated of 550°F. Hercules Heat Treating Corporation is the only source that was found capable of handling articles as large as the MLG weldment. The F-18 MLG to receive the heat treating services will be provided as Government Furnished Equipment to Hercules Heat Treating Corporation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is for information purposes only. However, all responses received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
