- 1.0 Description & Purpose 1.1The George C. Marshall Center for European Security Studies (GCMC) is seeking sources with Web Design expertise to update and modernize GCMC's public web site (http://www.marshallcenter.org) to improve the user experience and capabilities in a dynamic and easy-to-use online environment. The GCMC's mission is to create a more stable security environment by advancing democratic institutions and relationships; promoting active, peaceful, whole-of-government approaches to address transnational and regional security challenges; and creating and enhancing enduring partnerships worldwide. In order to accomplish this mission, the processes whereby the GCMC's products and information are disseminated must be aligned to take full advantage of improvements in web and electronic publishing technology. 1.2The purpose of this Request for Information (RFI) is to gain information on available products or systems that would meet GCMC's needs, to seek industry comments and determine if there would be sufficient competition based on the size and details of this requirement. 1.3THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI - all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. 2.0 Background We are seeking interested sources who can provide the service based on current or past performance/expertise. 2.1Requirement: We are looking for companies who can transform the GCMCs current website to an innovative, sleek design with an educational/think tank focus. This website will be used to post publications from experts in GCMC mission areas and entice prospective students to attend the various GCMC programs. 2.1.1 Website is anticipated to be developed using Druple as the platform 2.1.2Web developer will work closely with the Dean/ designated representative; ability to interface with the customer is paramount while site is being developed 2.1.3 Website will be hosted in two languages: English and German (interchangeable based on icon/menu choice) 2.1.4 Must be search engine and mobile device optimized 2.1.5 All content posted on the site will be tagged for search-ability 2.1.6 Site will use a slider for all top stories 2.1.7 End user training and technical maintenance will be required prior to end of contract performance 2.2Performance: 2.2.1TBD 2.2.2Location(s): George C. Marshall Center, Gernackerstr 2, 82467 Garmisch-Partenkirchen, Germany. Website may built be remotely 3.2EXPERIENCE - Provide relevant details in your response providing the same or similar system/product/services in the last three (3) years. May also include urls of previous websites completed 3.3CAPABILITIES - Please provide details on the following capabilities. 3.3.1 What is the estimated time to complete a project of this size? What would be the estimated budget for a project of this size? 3.3.2Provide comment on the suitability of using Druple as the platform 3.4RECOMMENDATIONS - The responder is invited to provide information and recommendations for fashioning this proposed acquisition. Recommendation areas may include the type of contract, anticipated contract terms & conditions, incentives, variations in delivery schedule, price and/or cost proposal support, and data requirements, contract pricing, CLIN structure, proposed web platform and any other areas that the responder believes is relevant for the Government to achieve its stated objectives. 4.0Responses 4.1 Interested parties' responses shall be in Microsoft Office/Word or compatible format and shall not exceed 10 pages. A page is defined as each face of an 8½" x 11" sheet with information contained within a one inch margin on all sides. Font type shall be Times New Roman 12 point. 4.2Responses are due no later than 10:00 am Central European Time on 8 December 2017. Responses shall be limited to and submitted via e-mail only as a message attachment to james.f.miller1@marshallcenter.org and Nathan.pauly@marshallcenter.org with the message subject line "RFI Response: GCMC Web Design". 4.3Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 5.0 Meetings and Discussions The Government representatives may or may not choose to meet with potential RFI service providers. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. 6.0 Questions Questions regarding this RFI should be submitted in writing by e-mail to james.f.miller1@marshallcenter.org and Nathan.pauly@marshallcenter.org. Questions should be submitted no later than Noon Central European Time on 7 December 2017. 7.0 Summary This RFI is only intended for the Government to identify sources that can provide the needed services to fulfill the Government's requirement. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
