- This acquisition is being conducted under the authority of Federal Acquisition Regulation Part 13.501(a)(1)(ii) and 41 U.S.C. 1901, only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This requirement is to procure a brand name Zayo Group ”dark” fiber point-to-point service from the Cohen Building located at 330 Independence Avenue, SW, Washington, DC, 202367 to Microsoft’s Azure point of presence in Ashburn, VA, and one (1) Gig Wave which provides the Agency redundant and diverse local access connectivity to its Platform As A Service (PAAS) service provider, Microsoft and TSI Digital Management Team between 330 Independence Avenue, SW, Washington, DC, 202367 and 4300 Brighton Boulevard, Denver, Colorado, 80216. The supplies/services required to meet BBG’s needs are dark or unused fiber, which will be “lit” or used for data transport between the Agency and Microsoft network equipment. At the current time there are no other service providers that have dark fiber capability in the vicinity of BBG headquarters. Any potential provider would be required to complete their own physical build out, including disruptive road construction, and cable installation within the BBGs facility. This represents a significant upfront investment from BBG. In addition, the expected build out time frame for any vendor other than Zayo of the dark fiber installations is 9-18 months and with provisioning windows that can take up to 90-120 days. TSI estimates the cost of a dark fiber build out to BBG headquarters would include a one-time cost of $180,000.00, or a three year term of $60,000.00 per year. TSI estimates the monthly recurring cost would be $7,500.00 ($2500 for the dark fiber and $5,000.00 for the amortizing for the dark fiber) for the first three years based on industry practice to amortize the build out cost. Using service provider other than Zayo would require installation of a new dark fiber connection (estimated at $7,500.00) would be far greater than the cost of the current monthly connectivity cost of $2500.00. BBG is currently benefiting from Zayo’s previous investment in connecting the Health and Human Services Agency, which shares office space with the Broadcasting Board All such capability statements for consideration must be received by the Government by 5:00 PM Eastern Daylight Time (EDT) on December 21, 2017. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms responding to this notice must be sufficient in detail to afford evaluation without added submission as the information submitted will be considered solely for the purpose of determining whether to conduct a competitive procurement.
