Description
This is a sources sought notice to determine the availability of potential sources capable of providing analytical, technical, programmatic and financial support services for the Deputy Chief of Naval Operations, Information Dominance (DCNO N2/N6). THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SOURCES SOUGHT REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPSALS, WHEN ISSUED. The required services are divided into two types: Executive Level, including short-term projects, special studies, strategic analyses support, and high-level briefings; and Basic Level, including analytical, technical, financial management support, programmatic support, data collection, policy review, and process research. The contractor shall provide support by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. The services are for strategic and operational level support regarding current and future initiatives, in the following areas: Enterprise Transformation; DoN Deputy Chief/Command Information Officer (CIO) Support; Strategy/Roadmap Development and Integration; Navy and Joint Service Warfare Requirements and Program Support; Governance; Architecture; Data Strategy; Legislative Support; Strategy Development for Enterprise Initiatives; Planning, Programming, Budgeting and Execution (PPBE) Support; Resources, Requirements, Assessments and Program Management; Studies and Analysis; Information Assurance/COMSEC; Workforce Development; Portfolio Management; Cyber/Information Operations/Information Assurance/ Personal Key Infrastructure (PKI)/TIS/ Communications Security (COMSEC)/Computer Network Defense/Electronic Warfare (policy and compliance); Network Defense/Electronic Warfare; Intelligence Analysis, Collection and Operations; Business Area Support; Information Technology (IT) Management (Internal System Support); General Program Management; and Administrative Support. The highest level of security required for this requirement is TOP SECRET/SCI and SAP/SAR as necessary to work within a Sensitive Compartmented Information Facility (SCIF). Access to Joint World-Wide Intelligence Communication System (JWICS) is required. The place of performance will primarily be at the Government ™s facilities in Washington, DC metropolitan area to include Northern Virginia and Southern Maryland. Some work effort may be required to be performed in Millington, TN and Chesapeake/Norfolk/Portsmouth/Virginia Beach/Suffolk/Newport News/Hampton area in southeastern Virginia. The contractor may be required to have a facility in the Northern Virginia metro area to house contractor personnel should the need for personnel exceed those accommodated at the Government facilities. For planning purposes only, it is estimated that the requirement will require 959,040 man-hours of service (83.25 full time equivalents annually) over the life of the contract including a five year ordering period under the program. The government is contemplating multiple awards of a cost plus fixed fee, indefinite delivery, indefinite quantity type contract. The applicable NAICS code is 541990. The size standard is $15.0M. The FSC is R425. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than five (5) pages in length. Responses must use twelve point Times New Roman font. The submission should include the following information: 1)Company name and address 2)Point of contact with corresponding phone number and e-mail address 3)DUNS number, business size and classification 4)Past Performance Information demonstrating relevant past performance providing analytical, technical, programmatic and financial support services and organizational knowledge of the Navy including DCNO N2/N6 issues. 5)A brief description of the capability and resources should accompany the references and address technical competencies and organizational experience relative to the types of services described above. Standard brochures and/or paraphrasing of the Source Sought Notice WILL NOT be considered sufficient to demonstrate the capabilities of an interested party. This sources sought is issued solely for information and planning purposes “ it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this notice will be solely at the interested party ™s expense. Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued. If a solicitation is released, it will be released through the Navy Electronic Commerce Online (NECO) website. It is the responsibility of the potential offerors/quoters to monitor the site for additional information pertaining to this requirement. All submissions become Government property and will not be returned.
