Description
This is a Request for Information and a Sources Sought Request for Small Business Manufacturers of each of the Six Listed Bulk Chemicals Needed by the USDA Project Background: The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Mexican Fruit Fly (MexFly) Rearing Facility located at the Moore Air Base in Edinburg, TX for the last 28 years has been rearing sterile fruit flies in the Rio Grande Valley for Mexfly population control. The current production of pupae is currently set at 150 million pupae per week. Solvents and chemicals such as Sodium Hypochlorite, Hydrochloric Acid, Citric Acid, and Hydrogen Peroxide are used to carry out the mass rearing of the MexFly program. The Moore Air Base facility also operates its own potable and wastewater treatment systems. The Base produces about 500,000 gallons of water which provides water for daily usage. Aluminum Sulfate Liquid and Ammonium Sulfate Solution are two chemicals used for the purification of the base's potable water. Chemical Specifications: 1. Sodium Hypochlorite (6%) (bulk delivery, 55-gallon drums) 2. Hydrochloric Acid (35.21%) (bulk delivery, 330 gallons transferred into onsite tanks) 3. Citric Acid (99% USP FCC Grade) (bulk delivery, 50-lb bags) 4. Hydrogen Peroxide (3%) (bulk delivery, 20-lb containers or 460-lb drums) 5. Aluminum Sulfate, Liquid (bulk delivery, 600-lb poly drums) 6. Ammonium Sulfate Solution (bulk delivery, 562-lb poly drums) Specific Information Sought: Are there any small U.S. manufactures to reasonably justify a small business or small disadvantaged business set-aside for small business manufacturers and small distributors of each chemical that is manufactured by a U.S. small business? Is the pricing of each listed chemical stable enough to establish fixed-prices for a 5-year contract to cover ongoing needs? Responses: All information responses to the Contracting Officer are welcome. Email responses to the Contracting Officer, Michael.J.Chiodi@aphis.usda.gov are preferred. Information responses are due by Wednesday, December 6, 2017 for consideration. Small Business concerns are encouraged to offer information. The North American Industry Classification System (NAICS) codes are 325180 (Other Basic Inorganic Chemical Manufacturing) and 325199 (All Other Basic Organic Chemical Manufacturing). The Small Business Size Standards = 1000 employees (for 325180) and 1250 employees (for 325199). This is not a request for competitive proposals, but instead a market research method to gather information and determine interested sources. Information received will be considered solely for the purpose of determining how to best conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
