- Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Acquisition Management, is contemplating a sole source award to Hyperion Research Holdings, LLC, Saint Paul, MN, for Hyperion Research High Performance Computing (HPC) User Forum membership in support of the Office of Advanced Simulation and Computing (ASC) and Institutional Research and Development Program ™s mission/objectives in HPC. The HPC User Forum provides DOE/NNSA/ASC with a unique means for cooperation with and mutual understanding of industry vendors associated with HPC and their plans for future development. Hyperion Research Holdings, LLC has a unique capability because of its long-standing presence in and focus on the HPC community. Hyperion Research knows the HPC community and the User Forum brings a full range of community representatives together to provide a wealth of valuable information and experiences. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition of 41 USC 3304(a)(1), FAR citation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractor, Hyperion Research Holdings, LLC is the only known source based on the existence of limited rights in data, intellectual property, patent rights, and/or copyrights associated with the HPC User Forum membership. The contemplated award would include annual membership for a period of five years as follows: Base Year: 1/1/2018 “ 12/31/2018 Option Year 1: 1/1/2019 “ 12/31/2019 Option Year 2: 1/1/2020 “ 12/31/2020 Option Year 3: 1/1/2021 “ 12/31/2021 Option Year 4: 1/1/2022 “ 12/31/2022 Responsible sources may submit a statement of technical expertise and technical approach relevant to the above requirement, via the FEDCONNECT website (https://www.fedconnect.net) no later than December 11, 2017 at 5:00PM ET, which shall be considered by the agency. This Notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
