Page 1 of 4 This pre-solicitation notice is to inform potential bidders that the VA Western New York Healthcare System (VAWNYHS) at the Buffalo VA Medical Center (VAMC) located at 3495 Bailey Avenue Buffalo, NY 14215 is intending to post an Invitation for Bid (IFB) on or about December 22, 2017 to provide all labor, materials, tools, equipment, and supervision necessary fabricate and install a custom test panel, and recertify the boiler control system at the Buffalo VAMC campus. Design drawings and specifications will be provided in the IFB. The objective of this project is as follows: Fabricate total quantity of four (4) custom test panels per the supplied drawings Install and connect a custom test panel for each boiler per the supplied drawings Verify and correct the remainder of the boiler control wiring for each boiler per the supplied drawings/report Recertify the boiler control systems for each boiler via UL field inspection It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 238210, Electrical Contractors and Other Wiring Installation Contractors with a size standard of $15.0 M. Therefore this procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses. The estimated magnitude of the construction project is between $100,000 and $250,000. Information regarding a site visit will be stated in the Solicitation. A 20% Bid Bond will be required to respond to this IFB once released. Performance and Payment bonds will be required. Any Prime Contractor interested in bidding on this project should email the Contracting Officer or register as an interested bidder as indicated below: Davidm.Esmay@va.gov OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Bid Details, Specifications and Drawings will be available on http://www.fedbizopps.gov in electronic format only. These should be available on or about December 22, 2017. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an "Interested Vendor" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contracting Officer. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Add to Watch List"; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of bids.
