- DESCRIPTION: The scope of this project is to provide all design build services, labor, materials, tools, equipment, supervision, transportation, and all other resources necessary to remove and replace the failed de-aerating tank at the West Palm Beach VA Medical Center, Building 1 in accordance with the requirements of the project. Tank replacement can be either in-place with the modified capacity listed below, or purchase a packaged DA Tank and consider relocating on the lower level. Both options shall include modified capacity: Capacity 26,000 lbs./hr. water output Water in, 110 degree f (160 degree f - 180 degree f normal) Water out, 228 degree f Operating Steam Pressure 5 psig De-aeration to 0.005 cc/liter oxygen Storage capacity, 102 cu. ft. minimum at overflow (20 minutes of capacity) Construction, ASME Code for 50 psig Maximum dimensions (TBD) Includes controls and instruments as required to replace existing programmable loop AC controllers which are obsolete and no longer able to be repaired. It is anticipated that the last four AC controllers will be replaced with UPAC controller(s). NCO 8 anticipates the award of a firm-fixed-price contract to provide design build services. The magnitude of construction is between $500,000.00 and $1,000,000.00 The solicitation will be issued on or about December 18, 2017. All information for this solicitation will be posted on the Federal Business Opportunities (FBO) web-site at www.fbo.gov All interested firms must be registered in the System for Award Management www.SAM.GOV and certified at U.S. Department of Veterans Affairs, Office of Small & Disadvantaged Business Utilization at www.vip.vetbiz.gov. Product Service Code Z1DA Green Environmental Management System (GEMS) - Contractors selected for award of this contract are expected to be good stewards of the environment by complying with federal, state and local environmental laws and other requirements such as medical center policy and project specifications. In addition contractors should incorporate pollution prevention and waste minimization into operations.
