- The proposed work on this project consists of providing fire protection, labor, equipment and staffing standby for the Logan County Airport or Camp Branch Landing Zone, of The West Virginia Air National Guard (ANG) at McLaughlin Air National Guard Base also known as the 130 th Airlift Wing (AMC). •1. LOCATION: Logan County Airport 3236 Band Mill Hollow Rd, Logan, WV 25601 and Camp Branch site managed by Alpha Natural Resources in Logan County. •2. WORK TO BE ACCOMPLISHED: The work to be performed includes the following principal features: •A. Special Notes - •1) As required with 24 hour notice provide fire protection standby and crash fire rescue for landings at Logan County Airport 3236 Band Mill Hollow Rd, Logan, WV 25601 and Camp Branch site owned by Alpha Natural Resources in Logan County. •2) Equipment must be in place 30 minutes prior to the first aircraft arrival and will be released 30 minutes after the last departure after being informed by the 130 th Airlift Wing Landing Zone Safety Officer (LZSO). •3) The Minimum support for C-130 Stand by is 1-P 19 ARFF or equivalent Vehicle and 1-P 18 Tanker or equivalent vehicles totaling not less than 3,335 gallons of agent, with not less than 8 FAA Part 139 certified firefighters. •4) The Minimum support for C-17 Stand by is 2-P 19 ARFF or equivalent Vehicle and 1-P 18 Tanker or equivalent vehicles totaling not less than 4,364 gallons of agent, with not less than 8 FAA Part 139 certified firefighters. •B. FAA Part 139 Live Fire Training - •1) Each firefighter providing support onsite at either location will be required to attend annually FAA Part 139 Live Fire Training, Aircraft Familiarization Training and ARFF Driver Operator Refresher Training. •2) This training will be made available by the 130th Fire Emergency Services, annually. If personnel are not able to attend they may obtain the training through West Virginia University Fire Service Extension and any of the state mobile training sites. •C. Notifications/Communications - •1) Notification coordination: will be made between the mission planner and the City of Logan Fire Chief or designee 24 hours prior to the expected flight operation. All cancellations will be made as expediently as possible, however; if operations are not cancelled prior to the arrival of firefighters and equipment and the mission site fees will be charged as if the mission had occurred and the standard monthly fee shall still be chargeable. •2) Notification and any ground coordination will need to be established by either the Supervisor of Flying (SOF) or the ground operations personnel as defined in the contract. Personnel may also be able to use the UNICOM frequency for the airport.
