Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E132, Bethesda, MD 20852, UNITED STATES. The National Cancer Institute (NCI), Cancer Center Research (CCR), Genomics Core Branch (GCB) plans to procure on a sole source basis for a BigDye Terminator v3.1 Cycle Sequencing Kit manufactured by Life Technologies Corporation, 3175 Stanley Road, Grand Island, New York 14072. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 325413 and the business size standard is 500. Delivery is within 1 - 2 weeks from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The Purpose of this acquisition is to procure The BigDye® Terminator v1.1 Cycle Sequencing Kit. This kit will be used to perform Sanger Sequencing in the CCR Genomics Core on government-owned ABI 3130xL (NIH # 01939017 & 01963827) and ABI 3730xL (NIH # 01939405) Genetic Analyzers. The use of the BigDye® Terminator v1.1 Cycle Sequencing Kit by the CCR Genomics Core is critical to the ongoing research and experiments. The CCR Genomics Core has over 700 registered users who are currently performing quality research with the provided reagents processing over 30,000 Sanger Sequencing samples per month. Any change to the kit currently in use will result in additional variables in all experiments and will require the acquisition of replacement equipment in the millions of dollars. The BigDye® Terminator v1.1 Cycle Sequencing Kit has been used in the Core and will continue to be used by NCI as well as several other NIH Institutes. The BigDye® Terminator v1.1 Cycle Sequencing Kit manufactured by Life Technology is compatible with existing NCI ABI genetic analyzers. The kit's superior chemistry allows NCI to generate data with uniform peak heights and optimized signal balance-which results in longer, higher-quality reads. One can also get more accurate base assignments for heterozygote and mutation detection. Moreover, the BigDye® Terminator v.1.1 kit's chemistry is compatible with current software and our current instrumentation does not require recalibration. Even though NCI CCR already possesses the Genetic Analyzer, no other manufacturers' kit is known to work with the Applied Biosystems 3130 or 3730 Genetic Analyzers. Moreover, any change to the sequence chemistry currently in use will result in additional variables in all experiments and will require the acquisition of replacement equipment valued in the millions of dollars. The demand for the Sanger Sequencing is significant in the Core processing over 30,000 samples per month. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on December 21, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
