Description
This market survey notice is a sources sought for information ONLY, to be used for preliminary planning purposes. NO proposals are being requested or accepted with this synopsis. This is NOT a solicitation for proposals and NO contract shall be awarded from this survey. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. This Market Survey is soliciting for possible sources for a contract to provide Depot Repair services, field maintenance support, engineering services, and Software Support Services for the subject equipment, Communication Modem MD-1366/U (NSN 5895-01-519-2525) and MD-1366A/U NSN 5895-01-519-2415) Enhanced Bandwidth Efficient Modem (EBEM). Current EBEM's are manufactured by ViaSat with Part numbers 1091549 (MD-1366) and 109550 (MD-1366A). Prospective bidders shall provide new or refurbish EBEM's to the government within establish time period after order receipt. Bidder shall be able to diagnose and rectify any hardware or software error of EBEM's sent to them within 30 days of Task orders. The Enhanced Bandwidth Efficient Modem (EBEM), MD-1366/U and MD-1366A/U are high-performance multi-input/multi-output single channel per carrier (SCPC) satellite modems that convert multiple baseband digital input signals into multiple waveform intermediate frequencies (IF) and vice-versa. The EBEM is intended for use with Department of Defense (DoD) and commercial satellite systems. It is compatible with legacy modems, is physically smaller, provides increased bandwidth efficiency through the use of improved modulation techniques, significantly improves the error correction capability through the use of Turbo coding, and introduces new features of antenna handover and automatic adaptation to changing transmission link conditions. Fixed and mobile applications are supported in a single electronic design that reduces field logistics and maintenance. Contractor shall provide a CAPABILITIES DOCUMENT which should demonstrate their abilities in handling the engineering support, depot repair support, software support for existing EBEM's, and the manufacture of new or refurbishment of EBEM's. Document should indicate what other systems they have had contracts on and how they handled these tasks within the contracts. Proposed contract will establish the requirements a base period of one year, plus four Options one years (2019 plus Options 2020-2024. A respondent must be able to prove to the Government how Depot level and field problems can be identified and corrected without the aid of detailed design drawings.
