- Proposal spreadsheet pws This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912J2-18-Q-5003 is being issued as a Request for Quotation (RFQ) for catering services at the 128th Air Refueling Wing. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91, Effective 30 September 2016 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20161021. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This acquisition is reserved for Total Small Business concerns. The North American Industrial Classification System Code is 722320 with a small business size standard of $7.5 million. This is a firm fixed price requirements type contract for non-personal services to provide all personnel, supervision and all other items and services necessary to provide meals per the attached Performance Work Statement. The dates February thru June will be options for this solicitation and will not be executed until funds are available. Notice will be given prior to execution of these options. Please submit a proposal using the attached "Proposal Spreadsheet" for both of the following line items. Must be able to quote all line items: CLIN 0001 - January 7 - Qty 350 meals Option CLIN 0002 - February 11 - Qty 350 meals Option CLIN 0003 - March 4 - Qty 350 meals Option CLIN 0004 - April 15 - Qty 350 meals Option CLIN 0005 - May 6 - Qty 350 meals Option CLIN 0006 - June 3 - Qty 350 meals CLIN 0007 - Contractor Manpower Reporting (CMRA) Please submit quote no later than Friday, 15 December at 4:30 pm CST. Please email any questions and quotes to Kristin.n.zahn.mil@mail.mil. 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) 52.217-5 -- Evaluation of Options. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Requests for Quote will be evaluated based on lowest price that meets salient characteristics. Note: A site visit may be conducted by Public Health and Services to assess the food safety, health, and cleanliness of the facility. Event location will be rated as either acceptable or an acceptable. Invoicing will be required through WAWF at https://wawf.eb.mil/ and vendors are required to be registered in SAM at https://www.sam.gov. Award can only be made to contractors registered in System For Award Management (SAM) at https://www.sam.gov. The WIANG (128ARW) is a Federal agency and tax exempt.
