Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for underwater repairs at Stamford Hurricane Barrier. This announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238990. The project is planned to be issued on or about April 6, 2018. The project will occur in the summer/fall of 2018 and is expected to take about one to two months, including submittal approval. The estimated construction cost is between $100,000 and $250,000. This project consists of completing the following tasks: • Removal of existing timber from gate pedestals • Installation of new composite timbers • Steel modifications to trench cover plates, to primarily include drilling, bolting, and cutting. Welding may also be required. • Removal of abandoned bolts (approx. 16) The Stamford Hurricane Barrier is composed of an earthen dike and a 90 foot navigation gate. When in the down or "open" position, the navigation gate rests on eight, 7 foot long timbers founded on concrete pedestals. Work will likely require the temporary displacement of sediment from around gate pedestals. Work on the pedestals will require the gate to be up, in the "closed" position. Gate will be closed daily during construction with operation of the gate dependent on tides and commercial traffic. Contractor will be required to remove work barge and any other obstructions from the navigation channel at the conclusion of work each day. Dive work will be conducted via surface-supplied air, and all activities MUST be conducted in accordance with all requirements listed in the most current version of EM-385-1-1. Perspective bidders should be aware of certification and dive plan submittal requirements detailed in EM-385-1-1, Section 30. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.) a proof of bonding as well as what type of equipment would be utilized for this project. Additionally, firms must demonstrate their project experience, within the last five years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last five (5) years. Additionally, firms must demonstrate their project experience, within the last five years in the following work experience: 1. General dive construction work utilizing surface supplied air performed by divers with training documentation in accordance with OSHA Diving Standards 29 CFR 1910.410 2. Underwater metal work to include drilling, cutting, and bolting The Government anticipates including a Definitive Responsibility Criteria in the solicitation and contract resulting from this market research. After bid opening but prior to award, the apparent low bidder will be required to furnish documentation that the prime contractor or subcontractor meet the work experience listed above. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
