- RFI - Hard Copy RFI PRD Maritime Variant Requirements THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is "business confidential" or "proprietary information." Further, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. INTRODUCTION The Department of Homeland Security (DHS) Domestic Nuclear Detection Office's (DNDO) singular mission is to prevent nuclear terrorism. DNDO continually develops and procures radiation detection equipment for deployment by DHS and assists state/local/tribal law enforcement entities to protect and strengthen various pathways through which global commerce travels. Personal Radiation Detectors (PRDs) are pager-size devices worn by users for radiological and nuclear detection capability as well as personal protection. PRDs automatically monitor the environment and alert the user when radiation levels above the natural background are detected. PRDs also assist the user in localizing the source of detected radiation. The high sensitivity and rapid response time to the variations in the ambient radiation levels clearly distinguish PRDs from the family of electronic dosimeters which are mainly used for accurate dose and dose rate to which the individual is exposed. PURPOSE OF RFI DNDO recently conducted a competitive acquisition of general purpose and maritime PRDs during which proposed systems were subjected to government performance and environmental testing (HSHQDN-17-R-0003). No Maritime Variant device was selected for award because all proposed devices failed one or more Key Performance Parameters (KPP) in Attachment 1. Thus, DNDO seeks information whether any Commercial Off-The-Shelf (COTS) Maritime Variant PRD that has been updated or not included in the original competition can meet all of the KPPs. Performance claims should be support and verified through independent testing. SUBMISSION INSTRUCTIONS In response to this RFI, interested parties should provide the following information regarding their PRD device(s): • Picture of the device. • A technical description of the device. This may include product literature, full product specifications, or other documents. • Indicate whether the device meets or does not meet the requirements in Attachment 1. For entries where "Meets" is indicated, specify Threshold (T) or Objective (O). For entries of "Does Not Meet" provide a brief explanation as to why the device does not meet the requirement or to what extent it does meet the requirement. The government will assess the degree to which the device meets or exceeds the requirements. • If the device was submitted during the last Request for Proposal (RFP) HSHQDN-17-R-0003 and was unsuccessful, please explain what upgrades were made to the device that would allow it to pass an independent test campaign this time. • Substantiating evidence to support statements that the PRD meets the KPPs in the form of test reports or certifications performed by 1) a government agency, 2) accredited laboratory, 3) independent laboratory, or 4) third party not affiliated with the vendor of the device will be valued in descending order for verification purposes. Any test reports should include the test date, test location, system configuration version under test, test plans, and test data/results. The test facility's qualifications in performing the test (i.e., certification, accreditation, etc.) should also be listed. RFI submissions should include a cover letter along with Point of Contact information and email. An interested party may submit responses regarding more than one device. Responses and substantiating evidence (e.g., test reports, certifications) should be submitted via e-mail to Glenda Smith, Contract Specialist at: Glenda.Smith@hq.dhs.gov and Heather Poindexter, Contracting Officer, at:Heather.Poindexter at: Heather.Poindexter@hq.dhs.gov NO later than 5:00pm (Eastern) on Thursday, December 21, 2017. The subject line of the email should contain the RFI number RDPA-18-0013. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please segregate proprietary information. Please be advised that all submissions become government property and will not be returned.
