- Description
- The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Project Director Demilitarization, Picatinny Arsenal, NJ, and Joint Munitions Command (JMC) Rock Island, IL recently released a sources sought, W52P1J17DS533, to identify potential sources that possess the capabilities, experience, and expertise necessary for Demilitarization (demil) and Disposal of up to 50,000 D533 155mm Artillery Propelling Charge Assemblies. These items are either unserviceable or obsolete and are currently being stored at Tooele Army Depot. The ACC-RI is amending this sources sought notice to include the following propelling charges: DODIC Nomenclature Per Year Quantity C436 105mm M6 Prop Charge 27,500 D540 155mm M3A1 Prop Charge Green Bag w/o Primer 650 D541 155mm M4A2 Prop Charge White Bag w/o Primer 31,000 D676 Charge Prop M2 8 Inch White Bag w/o Primer 1,500 D675 Charge Prop 8 Inch Green Bag M1 * D662 Prop Charge for 8 Inch White Bag * D532 155mm Prop Charge Red Bag M30A1 * D532 155mm Prop Charge M31A1E1 Stick Propellant * D534 155mm M119 Series Prop Charge White Bag W/Primer * * The U.S. Government does not have current quantity of these DODICs in the stockpile but it is possible for them to be added in the future. Therefore, these DODICs may be included on any future possible procurements resulting from this sources sought. Demil is defined as the act of eliminating the functional capabilities and/or inherent military design features from Department of Defense (DOD) personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, environmental licenses (permits), and personnel to perform demil of these items. Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item(s) or component(s). Interested sources shall provide responses that contain the following information: a. Name of company and CAGE code; b. Point of Contacts name, telephone number and E-mail address: c. Company address d. Business size information; e. Identification of whether you are interested in this opportunity as a prime or a subcontractor; f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of 155mm Artillery Propelling Charges. Confirm adequate storage facilities are available to secure all U.S. Government property, which may be provided to accomplish this task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition; g. Details regarding experience with similar efforts/items; h. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s); i. Identification of additional equipment needed, lead time to obtain and install such equipment. Please include any assumptions made, recommendations regarding price range breaks, or any additional information you feel might be useful to the U.S. Government if they choose to go forward with an RFP. If you previously responded to sources sought notice W52P1J17SD533 regarding the demil of D533 Prop Charges, the only response needed to this amendment is any changes/additions due to the additional DODICs. This market research is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All interested parties shall provide all information requested in this notification by 3:00 PM Central Time on 21 December 2017 by electronic mail at no cost to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market research.
