Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION MAY BE ISSUED ON A LATER DATE. This notification is to announce that the U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI) intends to issue a single source contract modification to GU RNPTS RMIECH, Contract Number HHSN261201300002C for continuation of services in accordance with FAR 6.302-1, only one Responsible Source and no other supplies or services will satisfy the Agency requirement. The Applicable NAICS code is 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $15.0 million. NCI intends to issue a single source modification for six (6) months to serve as a bridging action from the current contract to a new contract to be issued under RFP N02CP71024-72 with an anticipated award date of August 15, 2018. The extension will be from February 15, 2018 to August 14, 2018. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This action will result in a modification to extend contract services from February 15, 2018 to August 14, 2018, which is necessary to allow for continuity of critical services until a follow-on contract is awarded. The Contractor will continue performance of activities currently being performed under the contract, which includes the conduct of medical screening for thyroid cancer and thyroid non-cancer disease; the evaluation of the reliability of dose reconstruction for the in-utero cohort; and to continue passive follow-up of both the main and in-utero cohorts. Continued performance of the passive follow-up is essential. A continuation of services is needed until a follow-on contract can be awarded and a stop to the work would be detrimental to the project. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. Inquiries or concerns must be addressed in writing to jame.chang@nih.gov, Contracting Officer, no later than December 27, 2017, by 12:00 PM EST. Telephone requests will not be accepted. This notice does not obligate the Government to award a contract or otherwise pay for the information provided by respondents for any purpose deemed necessary and legally appropriate. The signed and redacted Justification and Approval will be posted at a later date.
