R391 PROPELLER REPAIR (C-130J) SURVEY (NSN 1610-01-475-5641) CAUTION: The market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualifications to repair R391 Dowty Propeller and its components used by the United States Air Force (USAF) and various Foreign Military Sales (FMS) countries. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract award. The government will not reimburse participants for any expenses associated with their participation in this survey. The only known source is GE Dowty, Sterling, VA. No samples are available for potential vendors to evaluate. The Air Force Materiel Command, AFMC Form 762, Contract Repair Screening Acquisition Worksheet Repair Method Code (RMC) and Repair Method Suffix Code (RMSC) for all listed items are R3Z. RMC "R3" means repair for the second or subsequent time directly from the actual manufacturer. RMSC "Z" mean Commercial/Non-Developmental/Off-the-Shelf-Item. INSTRUCTIONS: 1. Below is a document containing a description of the R391 propeller repair requirement and a Contractor Capability Survey, which allows you to provide your company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting this requirement. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. PROPELLER REPAIR (C-130J) SURVEY PURPOSE/DESCRIPTION The government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification to repair R391 propeller, National Stock Number (NSN): 1610-01-475-5641 part number 697039001 and its various components. The Government does not own or have access to the engineering data for these items. FUNCTION: Dowty Propellers' six-blade R391 propeller system incorporates composite blade technologies developed and refined by Dowty Propellers utilizes an advanced swept-blade design and optimized ARA-D/A airfoil sections for excellent take-off and climb performance, as well as low noise levels. It combines low system weight and a service-proven rugged construction, with an unmatched record of operational safety and reliability built on a heritage that spans more than 60 years of service. The propeller system incorporates a fail-safe electronic control system that is operated by a single lever in the cockpit, and is fully integrated with the engine controls on the C-130J's 4,700 ship. Maintenance is facilitated by the R391's modular configuration, its low parts count and simple hub construction, along with the elimination of mechanical linkages to the cockpit. Components of the propeller system are: the propellers, backplate and spinner; overspeed governor; pitch control unit; auxiliary pump; harnesses; de-icer timer; beta tube assembly; and brush block bracket assembly.   CONTRACTOR CAPABILITY SURVEY R391 Propeller Repair Capability (C-130J) Survey Part I. Capability Survey Questions A. General Capability Questions: 1. Describe your company's past experience building propeller dollies used for maintenance, storage, and ground transportation in conjunction with the R391 propeller and its components. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 2. As the technical data is proprietary for the current R391 propeller and its components, describe your company's capabilities and experience in generating technical data, engineering drawings and manuals that would be required to be capable of qualifying a new dolly for use with the R391. Identify what software programs are utilized to generate these data products and what formats are available for delivered items. Also include stress analysis capability and experience performing load analysis for structural components. B. Hardware Production Questions: 1. Describe your capability and experiences in the overhauling R391 propellers and its components used on the C-130J aircraft. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise). 2. Discuss any reverse engineering or item replacement opportunities that may be present. C. Commerciality Questions: 1. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement. 2. Describe any previous certifications by the prime aircraft manufacturer (Lockheed Martin), the prime propeller manufacturer (GE/Dowty) or by the customer (USAF) to repair R391 propeller and its components.
