Description

The Memphis VA Medical Center located at 1030 Jefferson Avenue in Memphis, intends to make a single award contract for an Indefinite Delivery Indefinite Quantity of construction period services to support the Memphis VA Medical Center with small Medical Center Funded (MCF) and/or Non -Recurring Maintenance (NRM) construction projects. Task Orders issued under the resulting contract action shall include, but is not limited to carpentry, asphalt and concrete paving; roofing; excavation, interior renovation, carpet, window and door installation; electrical; plumbing; painting and stucco; demolition; masonry; fire protection construction; telecommunications and HVAC. The subject procurement will be issued for a one (1) base year, with four one (1) year option periods. The maximum annual contract value is $750,000.00. The minimum and maximum values of the Task Orders issued under the resulting contract action is $2,000.00 and $50,000.00 respectively. The contractor shall be required to begin performance within the time stated in each individual Task Order and complete it with the time specified. The period of performance will be stated in each individual task order. NAICS Code 236220 is applicable to this procurement action. The small business size standard is $36.5M. While the primary NAICS code is 236220, other NAICS codes applicable to task orders to be issued under this Indefinite Delivery Indefinite Quantity Job Order Contract (IDIQ-JOC) are as follows: 236110,237110,237990,238110,238120,238140,238150,238160,238170,238190,238210,238220,238290,238310,238320,238330,238340,238350,238390,238910 and 238990. This procurement action will be a 100% set-aside for Service Disabled Veteran Owned Small Businesses. To be eligible for award, at the time which offers are due and delivered to the Contracting Officer, the offeror must be listed and viewable in the Vendor Information Pages at www.vip.vetbiz.gov. The Vendor Information Pages will be checked at the time of receipt of all offers, as well as prior to award. Offerors are further advised that compliance with VA Acquisition Regulation (VAAR) Clause 852.219-10 shall be enforced and monitored to ensure that the minimum self-performance requirements are being met by the SDVOSB contractor. In addition to the above requirements, the prospective offeror(s) must also be registered in the System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Prospective offerors shall be located either by virtue of their main office or a satellite operation base, with an area permitting a maximum of a four (4) hour response time to the Memphis VA Medical Center. Said office or satellite base must be operational at contract award and throughout the duration of this contract, and shall be open and available for business Mondays through Fridays from 8:00am to 4:30, excluding federal holidays. The solicitation will be available for download on or before February 1, 2018.
