Description
The U.S. Army Contracting Command, Rock Island (ACC-RI) on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (PM-MAS), is currently seeking interested sources who have the capability to provide comprehensive operations and production management support for current and future Small Caliber Ammunition (SCA) programs specific to Lake City Army Ammunition Plant (LCAAP) in Independence, MO. Program management support provided shall consist of the following duties as described: • Provide on-site technical representative support to the PM-MAS at LCAAP located in Independence, MO. Individual(s) must possess extensive knowledge and experience with SCA and LCAAP. • Accurately convey critical information on the use, handling, safety and performance of SCA. • Provide real time analysis, oversight and reporting on major plant functions (including component and ammunition production, quality management, equipment maintenance, environmental assessments, new or re-built equipment installations, training and management). • Analyze process and equipment improvement needs and opportunities to reduce costs, improve product quality and/or expand industrial capacity to meet funded or forecasted delivery requirements. • Review project proposal cost elements and provide technical analysis; recommend candidate projects for consideration for Army or joint funding. • Monitor contractor activities on Army funded projects and programs. Witness significant project events, e.g. tests of product or equipment performance, or vendor demonstrations, including those scheduled on Saturday, Sunday, and holidays. • Attend Integrated Product Team (IPT) weekly meetings; continuously track progress of IPT actions, and Army organizational commitments, facilitate resolution of administrative or contractual problems, and highlight unresolved issues that threaten production or project milestones. • Participate in joint process or quality audits, verifying compliance of work practices with written procedures. Randomly verify corrective actions from prior audits. Participate in journey development of product and quality enhancements. • Research manufacturing and product performance data for PM-MAS, which will help evaluate or support Engineering Change Proposals, Requests for Variance, and other proposals, or compare current performance with historical experience. • Provide advisory and assistance services in support of the LCAAP solicitation and contract execution. Support will include, but not be limited to, utilizing extensive knowledge of LCAAP facilities and production capabilities to provide robust reviews of contract requirements documents to ensure they are clear, concise, and align with Army objectives, and utilizing historical knowledge of LCAAP operations and contracts to provide the PCO, as required, with insight into issues that may impact the impending contract. • Individual(s) must possess a secret security clearance. PLANNED ACQUISITION: The Government is seeking interested sources to fulfill the requirements indicated above for FY19-23. The work will be performed at LCAAP in Independence, MO. SUBMISSION INFORMATION: All responsible, interested sources with the ability to meet the aforementioned requirements shall provide company name, address, company size (including #of employees), capabilities, and past performance. Please ensure the submission includes a point of contact name, telephone number, and email address. Interested sources will be required to sign a non-compete agreement for the upcoming LCAAP competition (precluding them from offering a proposal as either a prime or a sub-contractor, or from participating as a member of any team competing for the LCAAP contract) and Non-disclosure agreements as necessary. All information is to be submitted at no cost or obligation to the Government and information provided will not be returned. NOTE: This is a market survey for planning purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. Please identify any proprietary information submitted. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change. If a formal solicitation is generated at a later date, the Government will publish a solicitation notice.
