Description
PRESOLICITATION SYNOPSIS NOTICE PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement to remove the bronze seal of two 156-inch Mitsubishi butterfly valves and retrofit replacement valve seals and seats at Blue Mesa Dam. The resilient seal design shall utilize US Patent Number 7,401,763 or equal. This requirement is being procured in accordance with Part 15 and Part 36 of the Federal Acquisition Regulations as a total small business set-aside. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement and make an award to the firm that represents the best value to the Government. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: A.Supply, install and remove scaffolding or work platforms, lighting, equipment, tools and materials required for valve seal and seat retrofit. B.Provide means for de-watering and maintaining a reasonably dry condition inside the valve body. C.Remove existing valve body seals. D.Apply contaminate free application of two-part epoxy compound to plug spacing screws threaded outlets. E.Prepare valve body seal grooves for installation of resilient seals. F.Remove all traces of trapezoidal packing from leaf seat groove. G.Furnish all necessary equipment and material required for installation of the new resilient valve seals under direction of the patented company. NAICS AND SIZE STANDARD: The NAICS code for this project is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 million. COMPETITION: Solicitation 140R4018R0014 is anticipated to be conducted as a total small business set-aside. The Government reserves the right to award with or without discussions. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is between $250,000 and $500,000. SOLICITATION RELEASE DATE: The release date for the final solicitation 140R4018R0014 is anticipated to be in early January 2018. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a site visit for interested vendors in the middle of January 2018. Details of the location, date, and time of the site visit will be included in the solicitation. It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This FedBizOps Notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
