- Request for Information (RFI) to determine the availability of revenue generating sources to occupy office space aboard a military installation. 1. GENERAL a. Marine Corps Community Services (MCCS) is requesting information for potential revenue generating companies that are interested in occupying space aboard a military installation. The information requested should include what products and services these companies can provide for our patrons. b. MCCS is looking to award a five year contract as a three year contract with two one year options. Due to the contractors responsibility of capital investments outlined below, longer contract terms may be applicable. 2. CONTRACTOR RESPONSIBILITIES. a. Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, sanitation, and other items necessary to provide the services at the specified locations for MCCS Henderson Hall. Contractor shall be responsible for all furnishings and equipment needed to facilitate their operation. All work performed by the contractor shall be performed in accordance with all applicable state and local codes, ordinances, and regulations in accordance with the applicable laws of the State of Virginia, Department of Defense regulations, MCCS standards and instructions, and commercial practices. b. Contractor shall provide revenue generating services and/or products. MCCS will collect a commission of net sales. Commission payment and monthly sales report will be due no later than the tenth day of the following month. Daily and weekly sales reporting will be required and submitted to the Contracting Officer's Representative (COR). c. Contractor is responsible for payment of utility costs directly associated with their concession operations at the site, including communication or data lines. Utility costs will be based either on metered consumption or on engineered estimates developed by installation engineering representatives. 3. OFFICE SPACE. The venue has three office spaces with a restroom facility. Alterations to the interior lay out can be accommodated by MCCS maintenance, however, the contractor will be responsible for furnishing and any decorative paint and supplies as defined in 2-a. Interested parties are welcome and encouraged to schedule a site visit of the facility. 4. DEMOGRAPHICS. Henderson Hall is located near the Pentagon in Arlington, Va. And consist of approximately 2,200 active duty Marines within the unit and approximately 140 Marines residing in the Barracks. Within a 20 mile radius, Henderson Hall serves approximately 158,000 Active Duty members and 129,000 Retirees. In addition to Active Duty and Retirees, this location maintains eligible patrons in the foreign Diplomatic community as well as foreign military.
