- M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuze Market Survey The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify qualified sources within the U.S. and Canada to produce the M734A1 Multi-Option and M783 Point Detonating/Delay Mortar Fuzes. The M734A1 fuze has four selectable functions: two proximity Height of Burst settings (60/81 PRX and 120 PRX); Impact (IMP); and Delay (DLY). The M783 fuze has Impact and Delay capability and shares many of the same components as the M734A1. The M734A1 and the M783 Fuzes can be used on 60mm, 81mm, and 120mm High Explosive (HE) and 60mm and 120mm White Phosphorous (WP) Smoke Cartridges. Offerors must possess the necessary skills and facilities to fabricate and deliver the above components at a rate of 35,000 fuzes per month. Potential candidates must have manufacturing experience for similarly complex fuze production. This effort will result in a Firm Fixed Price contract modification to support increased FY18-21 M783 requirements of 333,000 and M734A1 requirements of 63,000. The requirements at this time are planned to be restricted to L-3 Fuzing and Ordnance Systems (L-3 FOS) Cincinnati, OH who is the current producer of the M783 and M734A1 Fuzes. Both the M783 and the M734A1 fuze shall be manufactured to the Government owned Technical Data Packages (TDPs), drawings, and specifications, which are coded as Distribution Statement D (authorized distribution of technical documents to Department of Defense components and their contractors). Interested contractors should submit a summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities, past experience as a manufacturer of fuzes or similar items, monthly production capacity and/or potential capacity, possible partnering/teaming arrangements, or if the company is a large or small business and CAGE Code. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the US Government. All information submitted will be held in a confidential status. Interested firms should provide this requested information to Mike Samra via email ONLY to: michael.w.samra.civ@mail.mil within 15 calendar days of this publication. Telephone inquiries will not be accepted. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
