- This notice is prepared in accordance with FAR 5.207 and is not a request for quote (RFQ). RFQ number NWWG2100-18-RQ-00233 is assigned for tracking purposes only. This is a notice of the Government's intent to award one (1) purchase order with firm-fixed prices to EdgeOne, LLC, 4 Little Brook Rd, West Wareham, MA 20576 on a sole source basis for the purchase of new acoustic release and parts to repair and maintain the support of the Tropical Atmosphere Ocean (TAO) Local Warnings and Forecast and Tsunami Warning Network of the National Data Buoy Center (NDBC), National Weather Service (NWS). 8242XS Acoustic Release and Transponder, PN: 0002866, Qty 21 8242XS Field Service Kits, PN: 0003102, Qty 2 8242XS Main Electronics Boards, PN: 0006116, Qty 3 8242XS Transducer Boot including oil filling screw with O-ring (0007725), PN: 00070004, Qty 5 8242XS Transducer Boot Banding with Clamp (0003255), PN: 0003257, Qty 10 The 8242XS Acoustic Release Transponder and components are commercial items in accordance with FAR 2.101 and are used by the NDBC to get back TAO ocean temperature, salinity, current sensors deployed at depth (below the ocean surface) on an NDBC mooring or the tsunami detection equipment deployed on the bottom of the ocean floor. Required delivery is 30-45 days ARO. The North American Industry Classification System Code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and the Small Business Size Standard is 1250 employees. Set-aside Status: The statutory authority for other than full and open competition is FAR 13.106-1(b)(ii), Only one responsible source. The Contracting Officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns; therefore, this requirement has not been set aside for small businesses. Interested parties are advised that the minimum qualifying standards for technical acceptability are as follows: Depth Rating: 6,000 m Release load: 5,000 kg Release Mechanism: Mechanical Weight in air: <40 kg Length: <107 cm Housing Materials: Non-Corrosive Alkaline Battery Life: 2 year min Transmit Source Level:>180 dB Command Codes, Interrogate Frequency, and Reply Frequency: Must be able to use current inventory of 8011M deck sets for communication/control protocols and commands. Operating Temperature: -10 to +40 C All responsible sources may submit a capability statement, proposal or quote by January 3, 2018. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the requirement. A capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Anticipated date of Award: On or before March 20, 2018.
