- Exhibit A - Bid Schedule Synopsis-Solicitation MHE - Crane Support Services SCOPE OF WORK. Bayonet Focus is an annual training exercise for various Brigade Combat Teams stationed at Joint Base Lewis-McChord, WA. In order to facilitate the set-up, execution, and tear down efforts in support of Bayonet Focus, the contracting of a Heavy Industrial Crane has been determined to be an essential element of the overall logistic concept of support. The crane will be expected to safely lift various types, sizes, shapes, and weights of cargo while unloading a train at the two Camp Roberts Rail Yards (Main & East Garrison) at Camp Roberts, CA. The heaviest piece of equipment is a Stryker Combat Vehicle weighing approximately 50,000 lbs each. The average expected 'Reach' to unload the train is 25 feet. An Operator and a two man rigging crew is to be included with the Crane Rental as a total package solution. The basic concept of the operation is that the train will be positioned so that the Crane Rigging Crew can quickly attach the crane to the specific cargo, whether it be a vehicle, large steel shipping containers, etc. The supported military unit will remove all chains and tie downs from the cargo while the Rigging Crew is preparing each piece to be lifted. The crane will lift the cargo off of the train and set it down on the ground (vehicles) or onto the back of vehicle (shipping containers), such as a Pallet Loading System (PLS) with a Container Handling Unit (CHU). Soldiers will then quickly move the cargo out of the way as the Crane continues to empty the Train. In March 2018, this process will be conducted in reverse as the cargo is lifted from the ground and off of the back of cargo trucks and placed onto the train. The supported military unit is responsible for the securing (chaining, bracing, blocking, etc) of the cargo to the train car once it is lowered in place by the crane. The Government does not have crane assets available to complete these tasks, therefore these tasks must be completed using contracted commercial resources. All Performance under the resulting purchase order will occur at Camp Roberts, CA for a total of 42 days; specifically 16-29 January & 01-28 March 2018. The Contractor shall furnish all necessary personnel, equipment (includes assets to move the forklift further distances than it is typically driven), materials and supplies, fuel, transportation, background investigation verification, and other items or services necessary to perform the work described in this Performance Work Statement (PWS).
