Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Elsevier Inc., 230 Park Ave FLR 8, New York, NY 10169-0005, for QUOSA Information Manager Tool software license renewal and support. Elsevier Inc., is the Original Software Developer (OSD) and is the only supplier able to provide the specific software updates and provide the required technical support. License renewals and support services can only be acquired from Elsevier Inc., no third parties have been authorized by Elsevier Inc., to provide these licenses and support services on QUOSA Information Management Tool Software. Professional Version Renewal QUOSA Information Manager provides a software solutions that support scientific literature management workflows - for full-text articles, conference abstracts and patents. QUOSA also offers integration with document delivery process for seamless, automated access to full-text articles for the entire organization. QUOSA Information Manager boosts journal retrieval, search and management efficiency for individual users through post-search automated full article retrieval, article organization and specialized full-text searching. It has proven an indispensable tool for extracting key information from full text quickly and more easily, for example, kinetic parameters, microarray data, adverse events and toxicity data. QUOSA automates scientific literature workflows, allowing users to find, view and share full-text scientific articles instantly. Documents are stored and organized in a centrally-located library QUOSA supports searches of subscription services, including Embase, Science Direct, PubMed and others. QUOSA Information Manager software license renewal and support includes: • One product that combines all functionality for bibliographic, citation and document management • Batch download of multiple articles at once • Support for both PC and MAC operating systems • More sophisticated search syntax geared to the biomedical community to assist users in identify articles with specific gene or protein sequences, probability ranges, protocol • Automatic highlighting of search terms in the PDF for quick reference • On-site training by Elsevier experts • Centrally stored repository for subject specific libraries created by NIEHS staff The anticipated period of performance will be for a twelve (12) month base period with three (3) option periods starting on 12/30/2017 - 12/29/2018. The applicable North American Industry Classification System (NAICS) code for this acquisition is 511210 "Software Publishers" and a size standard of $38.5 million. NIEHS will solicit and negotiate directly with Elsevier Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within five (5) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within five (5) days, an award will be made to Elsevier Inc.
