Description
SOW THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is a Request for Information (RFI) released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. The U.S. Customs and Border Protection (CBP) is not seeking proposals at this time. CBP will not pay for any cost associated with responding to this RFI. All costs will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be posted in the Federal Business Opportunities (http://www.fbo.gov). Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. BACKGROUND: The CBP US Border Patrol (USBP) Tucson Sector requires trash services for various and extended locations throughout the Tucson Sector Area of Operations (AOR). Because of the vast geographic area to be covered for these services, typically the requirement has been split between locations. This request for information is a means to gain information from Industry partners on the available capabilities to service all locations with a single vendor. This RFI seeks to obtain information from industry that will provide USBP Tucson Sector with insight into market conditions and capabilities that will aid in the formation of an acquisition strategy. WORK SCOPE: USBP is interested in obtaining information related to existing capabilities from Industry to provide a single Point of Contact Service Provider for all solid waste removal requirements as outlined, from vastly geographically separated locations encompassing the USBP Tucson Sector AOR. CBP intends for the contractor to perform the scope of work outlined in the attached Statement of Work (SOW) for each location. Historical frequency of solid waste services is included as a benchmark for required services, but a formal schedule would be provided by any prospective contractor for approval by the Government in the event of an actual solicitation. Prospective Offerors for any potential solicitation should review the full requirements of the SOW in order to make a determination as to whether or not they can provide the services required in a single integrated solution for all locations. SUBMISSION REQUIREMENTS: Interested parties are requested to provide an information package, in WORD or PDF format, which includes the following: A. Company Profile - not to exceed one page, 12-point Times New Roman font, including the Company name and address, point-of-contact, DUNS #, business size status and social economic status B. Brief Company Capability Statement - not to exceed four pages, 12-point Times New Roman font, describing relevant experience. If citing contracts, identify the customer, contact number, and total dollar value. Identify whether the company participated as the prime contractor or a subcontractor. Please also describe any experience with commercial services. Describe any unique capabilities over and above those required to meet requested capabilities that could be provided to enhance and aide the services as indicated. C. Description of Equipment and Capabilities Available - not to exceed nine pages, 12-point Times New Roman font, that support all of the services identified in the attached Statement of Work (SOW). Included in this description should be the following, at a minimum: Equipment available. Trucks and/or transportation capabilities. Staffing capabilities. Management capabilities. OTHER INFORMATION: Please adhere to the requested page limits. CBP may not review any pages beyond the limits stated for each section. However, CBP may review information including appendices, marketing brochures, catalogs, etc. CBP will consider the responses to help further define the requirement, determine the acquisition strategy, and identify interest and the ability of the vendor community to provide services in the areas outlined in this RFI. Respondents shall mark proprietary information as such to be safeguarded in accordance with applicable Government regulations. The Government may conduct "One-on-One" discussions with responders with existing, fully-developed solutions that meet the Services Requirements, as well as, with other responders to gather additional information. CBP may also seek to gather additional information through other published and non-published means if necessary.
