- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY, for market research. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238220 ($15.0). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to. All information submissions shall be received no later than 3:00 pm Eastern Time on September 8, 2016. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published. This is not a solicitation announcement. This is a sources sought synopsis only for market research. The purpose of this synopsis is to gain knowledge of potential qualified sources for service disabled veteran owned small business and veteran owned small business set asides relative to NAICS code listed. Written responses emailed to the point of contact for this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may or may not be published in the Federal Business Opportunity (Fedbizopps) website and/or in GSA eBuy. If solicitations are requested they will be requested per FAR and VAAR regulations. Responses to this sources sought synopsis are not considered adequate responses to an upcoming solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. STATEMENT OF WORK (SOW) Hard Temper Foil Supplies for Research Background: The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to purchase AL200CHM Hard Temper backing (foil) material for pharmaceutical blister card packaging of pharmaceutical product for CSP 590 Double Blind Placebo Controlled Study, Preventing Repeated Suicidal Self-Directed Violence in Patients with Depression or Bipolar Disorder clinical trial. This Pharmaceutical product for the clinical trial needs to be the exact same as used previously in this research trial to maintain continuity. SCHEDULE OF SERVICES AND/OR SUPPLIES CLIN# Item/Stock# Description Est. Qty. Unit 1 AL200CHM Hard Temper Foil 20 Micron 1,500 LB BACKGROUND. SPECIFIC TASKS. Task 1 - The contractor shall supply the CSPCRPCC with AL200CHM 20 Micron, Hard Temper Foil with The Following Specifications: Slit Width: 156.0 mm Thickness: 20 Micron AL200CHM Foil shall be placed on 3 Roll AL200CHM Rolls Shall Be No Larger than 10 Outside Diameter Shiny Side Of Hard Temper Foil Shall Face The Inside Of Roll Contractor shall provide a Certificate of Ware or Certificate of Compliance in paper and electronic format. Task 2 Delivery of AL200CHM 20 Micron, Hard Temper Foil Vendor will pack and ship all rolls of AL200CHM 20 Micron, Hard Temper Foil in original packaging to prevent damage with proper shipping documentation securely attached to the inside or outside of shipping box or pallet. Contractor shall provide a Certificate of Ware or Certificate of Compliance in paper and electronic format, before or upon delivery. PDF file will suffice for the electronic format. FOB Destination included, Albuquerque, NM 87107 Packing slip shall be included with PO# Delivery shall take place 8-10wks ARO or sooner. PERFORMANCE MONITORING Task Standard Acceptable Quality Level Surveillance Method 5.1 - AL200CHM 20 Micron, Hard Temper Foil Specifications Material will be approved based on requirement specifications and functional design Material must meet CSPCRPCC, P590 specifications. Management Information Systems- Review of Certificate of Ware or Compliance 5.2 - Delivery of AL200CHM 20 Micron, Hard Temper Foil - Vendor will pack and ship all rolls in original packaging to prevent damage - proper shipping documentation securely attached to shipping container - Certificate of Ware or Certificate of Compliance in paper and electronic format. AL200CHM 20 Micron, Hard Temper Foil delivered in accordance with contract, and will be unpacked upon delivery and inspected for damage Direct Observation upon delivery SECURITY REQUIREMENTS. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Identification of Possible Follow-on Work. There is potential for follow on work to maintain continuity with the same ongoing study. Identification of Potential Conflicts of Interest (COI). No conflict of interest is evident for this contract Identification of Non-Disclosure Requirements. A non-disclosure is not required for this contract. Contracted vendor will not have any access to sensitive information. DELIVERY SCHEDULE Packaging, Packing and Shipping Instructions. Vendor will pack and ship all materials in original packaging to prevent damage with Certificate of Ware or Certificate of Compliance in paper and proper shipping documentation securely attached to the inside or outside of shipping containers to Cooperative Studies Program loading dock, located at 2401 Centre SE, Albuquerque, NM 87106. Final delivery of materials will be delivered to VA Cooperative Studies Program 2401 Centre Avenue, SE ATTN: CSP Warehouse (151-I) Albuquerque, NM 87106-4180 Inspection and Acceptance Criteria. All work products will be evaluated to ensure they satisfy the requirements per statement of work. ACRONYMS CO Contracting Officer. The Federal employee who is warranted by the Government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts.
