Description
This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to a contract for any supply or service whatsoever. Furthermore, the U.S. Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. The Army Contracting Command - Aberdeen is seeking potential sources capable of manufacturing, delivering and supporting a TRILOS capability that is compatible with existing Warfighter Information Network-Tactical (WIN-T) systems and equipment. These radio systems are required to meet one of the initiatives of the Signal Modernization (SIGMOD) Program that will transform and augment the communication capabilities of Army's Expeditionary Signal Battalions (ESBs) and extend the network to lower echelons via modular, scalable and interoperable equipment. The TRILOS radio system is expected to be a high bandwidth system that must reduce Size, Weight and Power (SWaP) over the current At-the-Halt (ATH) Line of Sight (LOS) radio system, which is the AN/TRC-190E(V)1 & F(V)3. The ESB requirement is for 720 radio systems. A summary of the radio's required capabilities is provided at the end of this RFI. This effort is expected to include the production/acquisition, integration, testing and delivery of all equipment; identification of spares; generation of logistics documentation; training; logistics and maintenance support (including repair); configuration management; support to Government testing; and engineering support services (including field support and technical refreshment) required to support the TRILOS system. Summary of Requested Capabilities: Capability and Technical Requirements Multi-channel Operation - The TRILOS capability shall be capable of operating simultaneously on multiple channels, providing simultaneous operation of two waveforms, and on two different frequency bands. Modes of operation shall be the following: -Point to Point (PTP) -Point to Multi-point (PMP) Hub -PMP Spoke -MANET Mesh Simultaneous operation configurations shall consist of: -Dual PTP channels -One PTP and one PMP Hub -One PTP and one PMP Spoke -One PTP and one MANET Mesh The terrestrial transport modernization capability shall be ‘out of the box' ready to provide data transmission LOS interoperability with the AN/TRC-190 system, where AN/GRC-245 waveform is already ported. No additional development nor changes to the existing AN/TRC-190 system will be authorized to accomplish this. Data Rate & Range (point to point): > 34 Mbps. > 40 kilometers. Data Rate & Range (point to multi-point and mesh waveforms): > 27 Mbps (shared). > 12 kilometers. Performance Availability 97%. Mesh Scalable up to 50 nodes per network. Provide electronic countermeasure functionality for jamming and interference scenarios. One hop-latency of less than 45mSec, while sustaining 99.9% message completion rate. Power consumption < 100W at 28VDC 0 hop Link latency <7ms Neighbor Discovery time <5 seconds Channel bandwidth selectability for Time Division Multiplexing (TDM) waveforms = 5, 10, & 20MHz Frequency Range- The radio shall be able to operate in BOTH band 3/3+ and C-Band frequencies. Specific frequency ranges include but not limited to: Band 3/3+: (1350-2690 MHz). C-Band: (4400-5000 MHz). Transportability- The government is seeking a transit case solution. The TRILOS capability shall be transportable in standard Army Cargo Vehicle, M1101 or M1102. The set-up/tear down time of the TRILOS capability shall be less than 1 hours by no more than 2 persons. Transit Cases shall not exceed ‘four person lift' weights. Number of transit cases to cables, etc. Qty: ≤ 9 cases. Antenna - Shall meet the following specifications: Qty 1 Point to Point high-gain antenna with feeds capable of operations in Band 3/3+ and C-Band frequencies. Qty 1 Base-station Point to Multi-Point antenna capable of > 120 degrees coverage area for remote radios. Qty: 1 mid-gain MiMo based antenna capable of PTP or PMP Spoke functionality in C-Band frequencies. Qty: 1 mid-gain MiMo based dipole antenna capable of 360 degrees coverage in C-Band frequencies. Qty: 1 mid-gain MiMo based dipole antenna capable of 360 degrees coverage in Band III frequencies. Network Interface to WIN-T - The capability shall provide a mud-box unit that provides a Layer 2 Switch capable network interface to the WIN-T network. The unit shall meet all of the following specifications and functionalities: Provide 802.1q trunking functionality. Provide Qty: 1 TFOCA-II 1GigaBit LX/LH interface. Provide quantity four 10/100/1000 BaseT Ethernet ports (dual purpose shared ports with above listed TFOCA-II ports is allowed for up to two ports). Ethernet ports shall feature 802.3at PoE standards. Power distribution from mud-box must at minimum provide operational Qty: 1 PoE and Qty: 1 PoE+ simultaneously. Network Management - The radio system shall support SNMP V3 (ensuring V1 and V2 are not available) to include full support of Management Information Base (MIB)-2 variables as defined in RFC1213-MIB. Specific support of MIB-2 shall include support for the SysObjectID mib variable defined by OID 1.3.6.1.2.1.1.2.In additional to MIB-2 support, device support for SNMP should include private, vendor-specific MIB variables to allow monitoring, management, control, and configuration of radio parameters. This should include the development of vendor-specific MIB files/definitions for compilation in NetOps and Network Management software. Digital Orderwire - The capability shall provide a Digital Orderwire functionality via either voice or chat session. Built in Test Capability - The TRILOS capability shall provide Built in Test (BIT) capabilities to provide Users feedback on functioning or non-function components. Such test includes - but not limited to - Voltage Standing Wave Ratio (VSWR). Power - The capability shall use existing power generators delivered with A/N-TRC 190 systems, as well Tactical shelter based DC power sources ranging 24-48V. Scalability - This system shall be housed in transit cases to reduce setup time and manning requirement. Compatibility - The capability shall leverage existing WIN-T 30m antenna masts for mounting its radio. Operation - The capability shall require no more than two Soldiers to perform setup and duties as LOS radio terminal operator. Security - The TRILOS capability shall provide FIPS 140-2 based encryption for all over the air communications. The radio system and its network interface system shall meet all Security Technical Implementation Guide (STIG) standards for its network functions, management functions, and embedded Operating Systems. These standards will be validated during security scans on data and management ports of radio and network components. Capability and Environmental Requirements The TRILOS system and operational accessories shall meet the following MIL STD's: MIL-STD-810G- High Temperature (Operational); method 501.5, Hot Dry (A1) MIL-STD-810G- High Temperature (Storage); method 501.5, Hot Dry (A1) MIL-STD-810G- Low Temperature (Operational); method 502.5, Severe Cold (C3) MIL-STD-810G- Low Temperature (Storage); method 502.5, Severe Cold (C3) MIL-STD-810G- Rain; method 506.5, procedure I MIL-STD-810G- Humidity; method 507.5, procedure II MIL-STD-810G- Salt Fog; method 509.5 MIL-STD-810G- Sand and Dust; method 510.5, Procedures I and II MIL-STD-810G- Vibration; method 514.6, Procedure II (loose cargo transportation) Responses: Only interested firms who believe they are capable of providing and supporting TRILOS systems that meet the Government's requirements are invited to respond. Telephone or verbal inquiries regarding this notice will not be honored. All restricted information shall be clearly marked. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this RFI. All interested parties are invited to submit a response to this RFI on or before 08 January 2018, 5:00pm ET.
