- The SENSR announcement is amended to include the following SENSR Approach, details of which are as follows: SENSR Requirements The Government is currently redefining the surveillance performance sought by SENSR, moving from traditional radar specification oriented characteristics, such as beamwidth and sidelobes, to more performance-based coverage volume requirements. The Government believes this approach will allow industry to consider and propose all available alternatives to meeting the performance requirements without the perceived or real limitations that traditional radar specification oriented characteristics might unintentionally impose on industry. Coverage volume requirements such as Coastline, Critical Infrastructure, and Terminal Air Traffic Control, will provide the specific capabilities required for a given location anywhere within these designated coverage volumes. Classified The Government continues to work toward defining classified SENSR performance requirements. In particular, DoD, as part of its Homeland Air Defense mission and in consideration of the SENSR program scope, is working to finalize DoD-specific elements of the SENSR CONOPS and complete the DoD classified annex to the SENSR program requirements document. The Government anticipates a two-step approach to providing the classified requirements in order to allow near-term dialog with the industry while the Government continues to refine these requirements. The Government intends to have updated requirements in early spring 2018 ready for dialog with industry prior to a second RFI issuance targeted for May 2018, followed by a SIR in 2019. The missions and functions contained in the classified requirements will be specified in conjunction with the second RFI release, followed by the specific classified performance values and parameters, before a draft of the final SIR is released. High Resolution Weather The Government SENSR cross-agency team has completed assessment of industry input with respect to the challenges of meeting SENSR requirements, specifically the high resolution weather requirements using Active Electronically Scanned Array (AESA) technology as defined in the Request for Information (RFI). When considering the SENSR Pipeline Plan schedule and the planned 2024 auction of the targeted spectrum, industry was quite clear and unanimous that attempting to meet the high resolution weather requirements using AESA technical solutions deployable in the near term poses substantial risk to the SENSR program schedule. Industry input confirms that additional evaluation is needed to determine the most prudent strategy to sustain the high resolution weather capability currently provided by legacy NEXRAD WSR-88D and Terminal Doppler Weather Radar (TDWR) systems, and how this capability could fit within the SENSR Pipeline plan and program strategy. Based on this information, the Government is evaluating its approach to ensure proper inclusion of the weather requirements to reduce risk to the SENSR Pipeline Plan schedule. In addition to high resolution weather, for any program requirements that pose a SENSR Pipeline Plan schedule risk, the program is considering incentivizing the design of solutions that maximize the opportunity for fulfilling requirements into the future i.e., developing system(s) that can flexibly evolve, or capabilities that can be delivered in future phases. The Government will be seeking additional information from industry as part of its next RFI release in 2018. Phase II Scope Based on industry responses to the initial RFI, the Government s assumptions on costs associated with Phase II were not in line with industry s assumptions and corresponding estimates. The Government is continuing to refine the scope of Phase II activities. The Government does not intend to require a Critical Design Review level of any system or subsystem during Phase II, nor conduct extensive fly-off demonstrations where key performance parameters are validated. Demonstration of technical solutions and design assessments to substantiate the maturity of proposed technical systems is likely to remain within the scope of Phase II. The Government continues to assess various options for Phase II in order to define an approach that will maximize the return on Government and Industry s cost and schedule investments in support of the SENSR Pipeline Plan. The Government s Phase II approach will be more definitized within the draft SIR when released for industry review and comment. Draft SIR Release Schedule The schedule for the draft Down-Select SIR release was previously targeted for fall of 2017. Given the results from the RFI and the associated acquisition adjustments, including the Government s intent to release a second RFI in 2018, the Government believes the draft SIR target for release will likely move to 2019. The government is currently considering the relative merits of using a down-select SIR versus a fully-open solution implementation SIR (i.e., contract award without a down-select). Both acquisition strategies assume SENSR will successfully navigate the funding gap between the award of the future solution implementation contract and the receipt of proceeds from the future auction.
