- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 99 Miscellaneous SUBJECT: Adding a Neptune Mass Spectrometer (SN 01062N) to an existing maintenance contract SOLICITATION NUMBER: SB1341-18-00470 RESPONSE DATE: 2 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Thermo Electron North America LLC, located at 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976, to add a Neptune Mass Spectrometer (SN 01062N) to an existing maintenance contract. The sole source justification is based on the following: This action is within the scope and intent of the existing contract which is a strategic source maintenance contract for Thermo Fisher Scientific instruments. The contract was awarded on a sole source basis as no other vendor can perform the required maintenance services. Thermo Fisher Scientific is the sole source equipment manufacturer and service provider for all Thermo Fisher Scientific instruments, parts, training, technical support, field service support, and software. Market research has shown that Thermo Electron North America LLC is the sole company who can maintain this equipment for NIST. Given these facts, Thermo Electron North America LLC is the only source reasonably available to provide the required maintenance. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 811219 with a size standard of $20.5 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by COB am EST 12/21/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
