- Synopsis The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Southeast Fisheries Science Center (SEFSC) of the National Marine Fisheries Service (NMFS) Northeast Fisheries Science Center for Janitorial Services for the SEFSC Pascagoula Laboratory, located in Pascagoula, Mississippi. The SEFSC is seeking a vendor to provide Janitorial services for approximately 49,266 Gross Square Feet of buildings, laboratories and offices. There are three (3) buildings, the Main Laboratory Building, the Gulf Marine Support Facility, and the Harvesting Systems Building. The Main Laboratory Building is located at 3208 Frederic Street, Pascagoula, MS 39567 and is approximately 45,000 square feet. The Gulf Marine Support Facility is located at 151 Watts Avenue, Pascagoula, MS 39567 and is approximately 2,266 square feet. The Harvesting Systems Building is located at 202 Delmas Avenue, Pascagoula, MS 39567 and is approximately 2,000 square feet. This requirement is expected to result in a single award Firm-Fixed-Price contract. The period of performance of this Contract is for a one-year Base Period and four (4) one-year Option Years. This is a 100% SDVOSB Set-aside. The applicable NAICS Code is 561720-Janitorial Services, which has a corresponding size standard of $18 million. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items. The Award will be made to the quoter whose quote meets all solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is March 2018. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
