Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The objective of this solicitation is to acquire specified inventory data on one or two data collection points situated within selected sample segments located in Utah. Data will be collected in accordance with the standards outlined in the National Resources Inventory Grazing Land On-Site Data Collection, Handbook of Instructions (P. Reference Materials). Sample segments are often located in remote areas on steep, rugged terrain. Access to segments may require 4-wheel drive vehicles and hiking long distances over rough terrain. The Natural Resources Conservation Service (NRCS), an agency of the United States Department of Agriculture, is seeking contractor(s) to provide services for the collection of rangeland data on selected sample points for the National Resources Inventory (NRI), Rangeland Field Study in Nevada. The intent of the Agency is to solicit the most efficient and effective manner to complete the requirements set forth in this document. To achieve this goal, NRCS reserves the right to make award without negotiations. The result of negotiations will be the award of a performance-based service contract to the Contractor(s) whose proposal most successfully addresses the requirements outlined in this solicitation. The requirements are defined based on the output of products and services and not the level of effort required to perform the functions. The performance period begins March 1, 2018 and concludes September 30, 2018.
