Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region which includes Hoover, Davis and Parker Dams has a requirement for the assessment, maintenance, repair and testing of various sized cranes. The Bureau of Reclamation is seeking responsible sources having capabilities of preforming the work. Key Requirements: a) Ability to self-perform the assessment, inspection, maintenance, repair and testing. b) Assessment of crane components in the unloaded condition. c) Assessment of crane components under load including load test. d) Inspection and lubrication or replacement of main load cables. e) Inspection and adjustment or replacement of brake pads and/or brake assemblies. f) Maintenance, repair, and replacement of control systems. g) Repair or replacement of crane rails, wheels, and trolleys. h) Repair or replacement of gearbox components. i) Repair or replacement of other crane components as described in the individual Task Order. In addition, the capability statement must include the capability to perform the Inspection and load testing of 2 each P&H 300 ton cranes with two 150 ton hooks. Interested parties must show whether they are certified to load test a 300 ton bridge crane. Testing will be conducted at Hoover, Davis and Parker Dams. The proposed contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for a five-year performance period. Multiple contracts maybe awarded. Fixed-price task orders will be issued under the IDIQ contracts. The capability statement shall address the work listed above, demonstrate the company's capability to perform the work, and describe previous procurement's performed of similar size and complexity. Additionally, all responses to this sources sought shall include company name and address, DUNS number, business size and type (8(a), HubZone, Small Business, etc), and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate. The North American Industry Classification System (NAICS) Code for this acquisition is: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance Machine Shops.
