- Request for Information This is a Request for Information (RFI) to conduct market research to determine the availability of vendors capable of providing the requirement listed below. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. Based on responses to this RFI, if multiple SDVOSBs, VOSBs, HubZones, or other small businesses are determined to be capable of providing the full requirement, VA will issue an RFQ as fair opportunity to the applicable socioeconomic category. If interested in responding to a future RFQ for this requirement, please provide indication of your company s respective capabilities to perform the effort described in attached DRAFT Performance Work Statement (PWS). Please provide responses to Richard Melton at richard.melton2@va.gov, and Lino Vera at lino.vera@va.gov. Requirement Please note this DRAFT PWS is intended to provide maintenance of hardware and continuity of services to the existing Veteran s Guest Internet Access (VGIA) infrastructure encompassing the remaining areas of the Battle Creek Veterans Affairs Medical Center (VAMC) in Battle Creek, MI. VA is anticipating that the award associated with this DRAFT PWS will be on a sole source basis to the incumbent Contractor to ensure continuity and consistency of services. Specifically, an Offeror shall be able to provide, setup, and maintain an ISP and helpdesk services as noted in the DRAFT PWS, to ensure synchronization across the entire VGIA system without a break or interruption in service from the dates specified. The Veteran Guest Internet Access (VGIA) Network at the Battle Creek VAMC includes wired and wireless access with web security and filtering, and internet service. The Internet coverage operates separately from the Medical Center s Information Technology (IT) systems network and data infrastructure. The VA requires Contractor management and maintenance of the segregated hardware/transport medium wired/wireless internet guest access network with content filtering, traffic shaping and a hospitality web access portal in 14 buildings on the Battle Creek VAMC Campus. The Contractor shall support monitoring, maintenance, operations, reliability, and landing page services support for the Battle Creek VAMC IAW the DRAFT PWS. In addition, the Contractor shall maintain a Help Desk (24x7) for User Support, and the VGIA services at the Battle Creek VAMC IAW the DRAFT PWS. See Draft PWS and Attachment 1 List of Equipment Currently in Use for requirement details. (Minimum security clearances listed in the DRAFT PWS might no longer be required at the time of solicitation.) Disclaimer: This RFI is issued solely for information and planning purposes - it does not constitute an RFQ or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.
