- 24322618N0003 Notice of Intent to Sole Source This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is in accordance with Federal Acquisition Regulations (FAR) 13, Simplified Acquisitions Procedures. The authority for this award is FAR subpart 13.501(a), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements ; utilizing citation 41 U.S.C. 1901. The Office of Personnel Management (OPM) / Human Resources Solutions (HR Solutions) enterprise - of which the Center for Leadership Development (CLD) is a part - provides services that assist the Federal Government in achieving its missions by: •Partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations; and •Offering services that enhance the agencies' ability to attract and acquire specific talent. The CLD consists of three developmental institutions: The Federal Executive Institute (FEI) in Charlottesville, Virginia; the Eastern Management Development Center (EMDC) in Washington, DC; and the Western Management Development Center (WMDC) in Denver, Colorado. This procurement is to provide a reoccurring off-campus dining experience (to include food service and instructional support) in support of the Leadership Lessons of the Founding Generation field experience within a 20-miles (no more than 30-minutes' drive time) from the Presidential homes of Thomas Jefferson (Monticello) and James Monroe (Highland) and the FEI campus. The field experience commences at 1:00 p.m. on the first Friday of each LDS program. After touring the Presidential homes, the participants reconvene as a cohort at 6:00 p.m. for an evening meal and interactive activities. The field experience concludes by 9:00 p.m. the same evening when the participants and supporting faculty return to the FEI campus. The objectives achieved by this dining experience are: •Provide an enriching evening meal to the participants in an efficient, effective, and timely to promote learning and networking; •Enhance the participants' understanding of the Colonial period of American history in support of the preceding field experience on the leadership lessons of America's Founding Generation; and •Increase individual, small-group, and cohort trust, camaraderie, and openness to support later learning activities. The food service and instructional support will be provided by the contractor at a historic location appropriate to the content of the field experience for 100 individuals. The meal and beverage selections must be wholesome, appropriate to a wide spectrum of tastes, in keeping with the theme of the field experience, and remain consistent. The contractor will also provide historic period interpreters who can instruct the participants on life in Colonial America while engaging the participants in individual, small-group, and cohort-wide team-building activities. To maximize participant interaction and networking, the meal must be served and cleared in a rapid and unobtrusive manner. The Office of Personnel Management (OPM) intends to issue a request for proposal (RFP) for a non-competitive award that will result in the issuance of a contract to the Michie Tavern, 683 Thomas Jefferson Parkway, Charlottesville, VA, not later than December 30, 2017. This contract will have a period of performance of Twelve (12) months and four (4) 1 year option periods. The primary North American Industry Classification System (NAICS) Code for this requirement is 722514 - Cafeteria, Grill Buffets and Buffets and the Small Business Size Standard is $27.5 Million. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties interested in this procurement must submit a capability statement within five (5) calendar days from the date of this notice. Detailed capabilities statements must be submitted, in writing, via email to Denise Haizlip-Harrod at OPOTeamCmailbox@opm.gov. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award. If no other viable competitive responses are received, it is Government's intention to issue an award to Michie Tavern.
