- Sources Sought Notice for Forces to Flyers *Modified December 21, 2017 to correct response due date in the description below. Response due date is January 16, 2018 4:00PM EST. Background On November 16, 2017, U.S. Secretary of Transportation Elaine L. Chao announced the creation of Forces to Flyers (F2F), a new research initiative to study potential mechanisms to alleviate the current commercial pilot shortage. The research will support military veterans' training to become commercial airline pilots and track their career progression. During the three year initiative, researchers will also study pathways for entering the pilot workforce, identify barriers to training and employment, and design and implement a demonstration program that will provide flight training to veterans interested in becoming commercial pilots. The primary goals of the demonstration program are to ease the pilot shortage by training new pilots and thereby preserve or increase service to rural and small communities while also assisting veterans without prior pilot experience in transitioning to careers as airline pilots. Secondary goals of the program are to provide the training in a time-sensitive, cost-effective manner so that veterans can begin their airline careers as soon possible and also to observe results during the three-year time frame for the project; and to offer geographic diversity in order to provide support to veterans in a variety of locations. Purpose The U.S. Department of Transportation's (U.S. DOT) John A. Volpe National Transportation Systems Center (Volpe) is interested in contracting with organizations to provide flight training to military veterans without prior pilot experience. The goal of the training is provide students with the minimum qualifications needed to ultimately be hired by a U.S. regional airline. The U.S. DOT anticipates that F2F will support military veterans in obtaining the following certificates: •Private Pilot's License •Instrument Rating •Commercial Pilot License •Multi-Engine Add-on •Certified Flight Instructor (CFI) •CFI-Instrument Organizations interested in proposing to provide flight training aimed at earning the above certifications are encouraged to respond to the below questions to help inform the design of this demonstration program. 1.In order for U.S. DOT to better understand the market for flight training services, please describe your organization. Please include the following information: a.location(s), b.services provided, c.number of students enrolled, d.number or percent of students who are veterans, e.student capacity, f.number of flight instructors, g.numbers and types of aircraft used for training, h.experience handling government contracts, i.experience dealing with veterans benefits, j.existing partnerships, if any, with regional airlines or other possible employers, and k.average cost of training for a student. 2.What is the typical timeframe for the average student to earn the certificates listed in the Purpose section above? Are there innovative approaches your organization applies or can apply to shorten the timeframe for earning these certificates? 3.What are any additional certificates or trainings that should be provided in order to put student pilots in a good position to gain the necessary flight hours/experience in order to qualify for the Airline Transfer Pilot (ATP) certificate and eventual employment at a regional airline? 4.How does your organization envision integrating F2F funds with other sources of funding available to veterans (e.g., the GI Bill)? 5.The F2F program is considering payment to selected organizations based on certificates earned and other payment flexibilities. What types of pricing structures does your organization offer? Interested Offerors must submit responses to this sources sought electronically via e-mail to Camille.hogan@dot.gov. All of the information sought should be conveyed in no more than seven (7) pages. Page size is set at 8 X 11 and text should be no smaller than 11 point. Each response must reference the Sources Sought title. All capable business concerns who are interested shall submit responses. Interested small businesses shall indicate whether they are certified 8(a), Hubzone, veteran-owned, service disabled veteran owned, disadvantaged or woman owned. The North American Industry Classification System (NAICS) code for this acquisition is 611512 with a small business annual sales size standard of $27.5M. Interested parties must respond to this announcement in no later than January 16, 2018 4:00PM EST. Telephone requests will not be honored. Electronic attachments to the e-mail should be submitted in Microsoft Office 2007 (or later) productivity application formats, or any format that can be imported by Microsoft Office. ______________________ THIS NOTICE IS NOT A REQUEST FOR PROPOSAL.
