- This is modification 2 to the synopsis entitled Gulfstream V Nadir Viewport Installation (GVNVI), 80JSC018R008, which was posted on 12/11/2017. You are notified that the following changes are made to the synopsis: questions and answers are provided below. No amendments have been made to the final RFP. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). Q1. Please confirm that the cover plates and corresponding station locations shown on drawing 25-0000074 are antenna cover plates and not viewport cover plates. A1. Yes, the cover plates shown on drawing 25-0000074 are antenna cover plates, not viewport cover plates. Q2. May the oxygen bottle be relocated? A2. Yes, per the Statement of Work (SOW) Section 5.2, the oxygen bottle will need to be relocated since it interferes with the viewport installation. Q3. What kind of modifications will NASA perform in preparation for the viewport installations? A3. Per SOW, Footnote 1, NASA intends to install the extended seat tracks, viewport floor modification, and antenna relocations. Q4. Does NASA have a preference for cockpit electrical control switch location for the Option 1, Viewport Shutter, and Option 2, Optical Viewport Window Defog System? A4. NASA does not require the Contractor to design the cockpit electrical control switch installations for Options 1 & 2. NASA will design the cockpit switch installations. Per SOW Sections 6.1 & 6.2, the Contractor shall provide electrical connectors accessible from the pressurized interior of the aircraft to interface with the cockpit electrical control switch wiring designed by NASA. Q5. Does NASA intend on moving the flight control cables? A5. No. Per SOW Section 5.2.1, NASA does not require the Contractor to relocate any flight control cables and NASA has no plans to relocate flight control cables in the future. Q6. Can the viewport centerline be offset (port or starboard) from the aircraft centerline? A6. No. Per SOW Section 5.1.1 the viewport centerline shall be centered on the aircraft centerline. Q7. It looks like the only aircraft systems that need to be relocated are the ones inside the gust lock and speed break cables, is that correct? A7. No, per SOW Section 5.2, the Contractor needs to relocate all necessary aircraft systems to install the NASA-provided window pack assembly (see SOW Section 5.1.2) and Contractor-designed pressure plug (see SOW Section 5.1.4). For example, the outer flange on the NASA-provided window pack assembly (see drawing 25-0000055) has an outside diameter of approximately 23.6 inches which is much larger than 17.4 inches clear aperture referenced in the SOW. Additionally, the Contractor needs to consider what aircraft systems need to be relocated based on the Contractor design, such as fuselage reinforcement structure. Q8. Section 5.7 specifies a quality management system compliant with the requirements of SAE AS9100 QMS. Will the lack of AS9100 QMS certification disqualify a vendor from being awarded the bid work? A8. No, lack of AS9100 QMS certification does not disqualify a vendor. Per SOW Section 5.7, NASA requires AS9100 compliance; NASA does not require AS9100 certification. Q9. Will NASA consider a 15-day extension to the RFP response time? A9. The Government does not intend to allow for an extension to the existing proposal due date. Q10. Please confirm that NASA intends to install circular windows and not square windows. A10. Yes, per SOW Section 5.1.1, NASA's requires circular viewport windows. Q11. Will NASA provide GV tech data? A11. No, the Contractor will need to have access to all required Gulfstream GV aircraft technical data. NASA will only be providing the technical data made available for the Aircraft Survey which includes the seat track installation, floor modification, and GV viewport modification reference data. Q12. Will NASA provide aircraft shoring? A12. No, per SOW Section 5.8.2, it is the Contractors responsibility to provide all required tooling, and per SOW Section 5.8.4, a detailed aircraft shoring plan. Q13. Will the aircraft need to be cradled to install the viewports? A13. Yes, per SOW Section 5.8.2, it is the Contractor's responsibility to provide all required tooling, and per SOW Section 5.8.4, a detailed aircraft shoring plan. Q14. Will the test flights be performed with NASA crew or contractor crew? A14. Per SOW, Footnote 8, NASA will supply pilots for test flights. Q15. When the contractor receives the aircraft, will the NASA structural modifications already be completed? A15. Yes. It is NASA's intent to have all of the NASA modifications outlined in SOW Footnote 1, completed prior to aircraft delivery to the Contractor. Q16. Is there any intent to combine the GV viewport modification with the GV Synthetic Aperture Radar effort currently out for Request For Information? A16. No. NASA does not intend to combine these solicitations. Q17. Are the viewport windows going to be acrylic? A17. No, per SOW Section 5.1.3, the viewport windows are glass. Q18. Is NASA changing the seat tracks? A18. NASA is installing new continuous seat tracks in the existing seat track locations. Q19. Will the viewport installation be permanent, i.e. does NASA have any plans to return the aircraft to its original configuration? A19. NASA intends for the viewport modification to be permanent.
